The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) invites the submission of applications for funding for the Direct Services for Survivors of Torture (DS SOT) Program, with the aim of helping survivors and their families to overcome the severe, pervasive, and long-lasting effects of torture and to achieve sustained physical, social, emotional, and economic well-being. ORR uses the term survivors to refer to individuals who were tortured in another country and are now living in the United States. Torture is defined by U.S. law as an act which is intended to inflict severe physical or mental pain or suffering and committed by a person acting under the color of law upon another person who one has under one's custody or physical control (18 U.S.C. 2340). The DS SOT Program encompasses a comprehensive approach to supporting the integration and well-being of survivors of torture through the following two objectives: to increase survivors' access to and engagement with effective, holistic, strengths-based, trauma-informed services; and to maintain and grow a strong and sustainable national network of culturally responsive service providers. Services and activities under the DS SOT Program include, but are not limited to, the following: culturally and linguistically appropriate, trauma-informed coordination of care encompassing case management, legal assistance, medical and mental health services, housing, and occupational and educational services; coordination with other service providers, including the State Refugee Coordinator and State Refugee Health Coordinator, to ensure seamless access to services for survivors; and outreach to and engagement with survivors, thereby ensuring their empowerment and integration, especially in the case of marginalized survivor sub-groups such as refugees, survivors of gender-based violence, and lesbian, gay, bisexual, transgender, and queer individuals.

Background
The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) is accepting applications for the fiscal year (FY) 2022 Direct Services for Survivors of Torture (DS SOT) Grant Program. The aim of the program is to help survivors and their families overcome the severe, pervasive, and long-lasting effects of torture and achieve sustained physical, social, emotional, and economic well-being.

Grant Details
The DS SOT Program encompasses a comprehensive approach to supporting the integration and well-being of survivors of torture through increasing access to effective, holistic, strengths-based, trauma-informed services and maintaining a strong and sustainable national network of culturally responsive service providers. The program includes culturally and linguistically appropriate, trauma-informed coordination of care encompassing case management, legal assistance, medical and mental health services, housing, and occupational and educational services. It also involves outreach to marginalized survivor sub-groups such as refugees, survivors of gender-based violence, and LGBTQ individuals.

Eligibility Requirements
Individuals eligible for services under the DS SOT Program are those who have suffered torture in foreign countries and are now present in the United States, regardless of immigration status. This includes refugees, asylees, asylum seekers, immigrants, other forced migrants or immigrants, as well as U.S. citizens who were tortured abroad. Services must be provided without regard to race, religion, nationality, sex (including gender identity and sexual orientation), or political opinion.

Period of Performance
60-month project period with five 12-month budget periods. Awards for subsequent budget periods will be subject to the availability of funds and satisfactory progress by the recipient.

Grant Value
$16,230,198 total funding with an expected average award amount of $475,000 per budget period. Award ceiling is $650,000 per budget period with an award floor of $300,000 per budget period.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
