Description

The Military Health System Research Program (MHSRP) provides research grants on topic areas directed by the Office of the Assistant Secretary of Defense for Health Affairs (OASD (HA)) and the Leadership of the Defense Health Agency (DHA). The intent of MHSRP is to improve the efficiency of healthcare delivery within Military Health System (MHS) and accelerate its mission to become a learning health system and to mature as an integrated health system focused on Ready Reliable Care that will improve outcomes for patients, staff, and the enterprise.

The MHSRP funds innovative and groundbreaking research that examines factors that affect the military health enterprise in terms of economics/cost, quality, outcomes, variation, policies, and the impact to service member readiness. The goal is to identify and characterize factors that influence the efficiency and effectiveness of MHS care delivery, whether at the military treatment facilities, within the healthcare networks, and/or in the private sector. It is imperative that knowledge gained from this research will support evidence-based DoD policy and decision-making at the strategic and front-line levels. This Notice of Funding Opportunity (NOFO) seeks rigorous collaborative health system research that has the potential to innovate military and civilian health care.

Background
The Military Health System Research Program (MHSRP) is administered by the Defense Health Agency (DHA) under the Department of Defense (DoD). Its mission is to enhance healthcare delivery efficiency within the Military Health System (MHS) and support its evolution into a learning health system focused on Ready Reliable Care.

The MHSRP aims to fund innovative research that addresses factors affecting military health in terms of economics, quality, outcomes, policies, and service member readiness. This Notice of Funding Opportunity (NOFO) seeks collaborative health system research that can innovate both military and civilian healthcare.

Grant Details
The MHSRP funds research that evaluates healthcare delivery concerning cost, quality, outcomes, variation, policy impact, and health readiness across various clinical programs and disease groups. Proposals must address at least one MHSRP priority topic area and one clinical priority area.

Priority areas include:
1) Economics and Cost;
2) Quality;
3) Outcomes;
4) Variation;
5) Health Readiness;
6) Health System.

Clinical priority areas include Women’s Health, Specialty Care, Surgical Services, Telehealth, and Pharmacy. Research must produce results that impact organizational policy and healthcare delivery efficiency.

Eligibility Requirements
Eligible applicants include investigators from both DoD and non-DoD organizations such as academic institutions and nonprofit organizations. Federally Funded Research and Development Centers (FFRDCs) cannot directly receive awards but can participate in teaming arrangements. Applicants may submit up to two Letters of Intent (LOIs), but only one will be selected for full proposal submission.

Period of Performance
The maximum period of performance for funded projects is three years.

The anticipated total funding available for this program in FY26 is $10 million, with the number of awards dependent on fund availability.

Place of Performance
Research may be conducted at various locations including military treatment facilities or other healthcare settings as specified in proposals.
