The purpose of this Notice of Funding Opportunity (NOFO) is to support pilot research to develop and test behavioral implementation strategies for biomedical interventions (e.g., oral PrEP, condoms) to improve HIV and STI prevention implementation among disproportionately affected populations, especially Black/African American (Black) and Hispanic/Latino (Hispanic) gay, bisexual, and other men who have sex with men (MSM) without HIV who report substance use (drug or alcohol). The study design and sample size should meet minimum requirements for consideration of the CDC Compendium of Best Evidence (https://www.cdc.gov/hivpartners/php/compendium/) and thus may have the potential for future CDC HIV prevention funding implementation in jurisdictions around the United States. The applicants should have access to research participants in priority jurisdictions outlined in Ending the HIV Epidemic in the United States (EHE), in support of the goals of EHE (Ending the HIV Epidemic in the US (EHE) | EHE Initiative | CDC), the HIV National Strategic Plan for the United States: A Roadmap to End the HIV Epidemic (2021-2025) (https://www.cdc.gov/nchhstp/media/pdfs/2024/08/hiv-national-strategic-plan-2021-2025.pdf), and other federal prevention planning efforts.

Background
The Centers for Disease Control and Prevention (CDC), specifically the National Center for HIV, Viral Hepatitis, STD, and TB Prevention, is issuing this Notice of Funding Opportunity (NOFO) to support pilot research aimed at developing and testing behavioral implementation strategies for biomedical interventions to improve HIV and STI prevention among disproportionately affected populations.

The focus is particularly on Black and Hispanic gay, bisexual, and other men who have sex with men (MSM) who report substance use. This initiative aligns with the goals of the Ending the HIV Epidemic (EHE) in the United States and aims to contribute to the CDC Compendium of Best Evidence for future funding opportunities.

Grant Details
The grant will support pilot research that includes:
1. Developing and testing behavioral implementation strategies for biomedical interventions such as oral PrEP and condoms.
2. Ensuring study design meets minimum requirements for consideration in the CDC Compendium of Best Evidence.
3. Accessing research participants from priority jurisdictions outlined in EHE.
4. Conducting formative qualitative research alongside quantitative outcome research to evaluate intervention efficacy.
5. Aiming for a minimum enrollment of n=75 per arm at enrollment, with a total sample size of at least n=150 for a two-arm design.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, public and state-controlled institutions of higher education, Native American tribal governments, nonprofits with or without 501(c)(3) status, private institutions of higher education, and for-profit organizations other than small businesses.

Each institution may submit up to two applications focusing on either Black MSM or Hispanic MSM.

Period of Performance
The period of performance is anticipated to run from September 1, 2025, to August 31, 2028.

Grant Value
The estimated total funding available for this NOFO is $2,850,000 over three years, with individual awards anticipated at $475,000 per year.

Place of Performance
Research should be conducted in one or more jurisdictions identified in the Ending the HIV Epidemic initiative.
