Defense Production Act (DPA) Title III Expansion of Domestic Production Capability and Capacity

CALL 012 - Critical Chemicals Production

The objective of this effort is to establish domestic supplier(s) of Critical Chemicals that are essential for national defense. Defense Production Act (DPA) Title III funding will be used to mitigate Defense Industrial Base (DIB) reliance on foreign sources for Critical Chemicals. Enabling, maintaining, and expanding domestic sources for Critical Chemicals is a priority for the DPA Title III Program. Successful awardees shall be domestic manufacturers whose proposal(s) demonstrate solutions that emphasize modularity of facilities and equipment to produce as many of the Critical Chemicals as possible, and utilize efficient manufacturing techniques, while minimizing environmental impact.

Background
The Defense Production Act (DPA) Title III Expansion of Domestic Production Capability and Capacity aims to establish domestic supplier(s) of Critical Chemicals essential for national defense. The program seeks to mitigate Defense Industrial Base (DIB) reliance on foreign sources for Critical Chemicals, emphasizing modularity of facilities and equipment, efficient manufacturing techniques, and minimizing environmental impact.

Grant Details
The project will improve supply chain resilience and protect against material shortages of Critical Chemicals. The estimated total period of performance is fifteen to sixty-three months, with an estimated technical period of performance of twelve to sixty months. The program budget is $400 million ($200 million Government funding plus $200 million recipient(s) cost share), with between 1 and 20 awards anticipated based on the number of chemicals addressed.

Eligibility Requirements
The proposal submitter must provide proof of meeting the Domestic Source requirement in accordance with DPA Law. Foreign participation at a Prime Recipient level is not allowed. Foreign Nationals can be employed by the Prime Recipient or Sub-awardee, limited to Public Domain information unless proper authorization is obtained.

Period of Performance
The total period of performance is estimated to be fifteen to sixty-three months, with an estimated technical period of performance of twelve to sixty months.
