Description

Iraqis returning from northeast Syria (NES) via Al Amal Rehabilitation Center, formerly known as Jeddah-1 or J1, in the coming year are likely to include a larger proportion of individuals who subscribe to some degree of ISIS ideology, including children and adolescents who have grown up in the al Hol and Roj displaced persons camps. Administrators at Al Amal, service providers in local communities, and Government of Iraq (GOI) personnel need assistance in developing the necessary skill sets and techniques to effectively identify, prevent, and counter ISIS ideology among returnees from NES to prevent the reemergence of ISIS and mitigate potential attacks on the U.S. homeland and U.S. persons and facilities overseas.
Background
The Bureau of Counterterrorism at the Department of State is issuing this grant opportunity to address the challenges posed by Iraqis returning from Northeast Syria (NES), particularly those influenced by ISIS ideologies. The goal is to assist administrators at the Al Amal Rehabilitation Center, local service providers, and Government of Iraq personnel in developing skills and techniques to identify, prevent, and counter these ideologies among returnees. This effort aims to mitigate potential threats to U.S. interests.

Grant Details
The grant will involve training Al-Amal staff, service providers, Government of Iraq personnel, and community leaders on tools and techniques needed to identify signs of radicalization among returnees. The program should also focus on providing these individuals with methods for reintegrating returnees into local communities. Key tasks include:

- Conducting a situation analysis
- Developing a problem statement
- Aligning program activities with U.S. Counterterrorism policies
- Creating a logic model and theory of change
- Establishing a performance monitoring plan (PMP)

Proposals must include a detailed budget justification narrative that describes each budget expense.

Eligibility Requirements
Eligible applicants include organizations that can demonstrate experience in countering violent extremism or related fields. Applicants may apply as a consortium but must designate one organization as the prime applicant. Previous funding from U.S. agencies is not a requirement for eligibility.

Period of Performance
The period of performance for this grant will extend until August 4, 2025.

Grant Value
The total value of the grant has not been specified in the document; however, applicants are encouraged to propose cost-effective solutions that can reach a significant number of returnees sustainably.

Place of Performance
The project will be implemented primarily in Iraq, specifically targeting locations associated with the Al-Amal Rehabilitation Center and local governorates where returnees are being sent.
