Description

CoC Builds provides funding for construction, acquisition, or rehabilitation of new units of PSH. Most of the requested funding must be for new construction, acquisition, or rehabilitation to create new units of permanent supportive housing. See IV.B.1.b and c of this NOFO for information regarding other CoC Program eligible costs, including project administrative costs that includes the percentages of funding that may be requested.
Background
The Continuum of Care Builds (CoC Builds) program is administered by the U.S. Department of Housing and Urban Development (HUD) under the Community Planning and Development office. The program aims to provide funding for the construction, acquisition, or rehabilitation of new units of Permanent Supportive Housing (PSH). The goal is to increase the availability of supportive housing for individuals experiencing homelessness, particularly targeting elderly individuals and those with physical disabilities.

Grant Details
The CoC Builds program provides approximately $75,000,000 in competitive one-time grants for capital costs associated with new PSH units. Eligible activities include:
1) New construction;
2) Acquisition;
3) Rehabilitation.

No more than 20% of each award may be allocated for other eligible CoC Program costs, including project administrative costs which are capped at 10%. Projects must demonstrate site control, financial feasibility, and complete an environmental review before funds can be drawn. Additionally, projects must comply with timeliness standards for new construction or rehabilitation activities as outlined in 24 CFR 578.85.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, Native American tribal governments (Federally recognized), public housing authorities/Indian housing authorities, and nonprofits with a 501(c)(3) status. Individuals and for-profit entities are not eligible to apply. Projects must also comply with HUD's statutory and regulatory requirements affecting eligibility.

Period of Performance
The performance period for funded projects may range from two to five years, starting from January 1, 2026, and ending no later than December 31, 2031.

Grant Value
The total value of the grant opportunity is approximately $75 million. Individual awards will vary based on each CoC’s Final Pro Rata Need but cannot exceed specified maximum amounts based on project type and location.

Place of Performance
The geographic location(s) for project implementation will primarily be determined by the CoCs applying for funding; however, there are specific provisions for projects located on Tribal reservations or trust lands.
