Community Health Aide Program: Tribal Planning and Implementation (TPI)

Background
The Community Health Aide Program (CHAP) Tribal Planning and Implementation (TPI) grant is issued by the Indian Health Service (IHS) under the Office of Clinical and Preventive Services. This grant aims to empower Tribes and Tribal Organizations (T/TO) in the contiguous 48 states to plan and implement CHAP, which provides tailored healthcare solutions and workforce training to meet community-specific health care needs.

The initiative supports the development of a robust network of trained health aides who will enhance access to high-quality health care in Tribal communities.

Grant Details
The TPI grant program focuses on building CHAP infrastructure within unique communities. It helps T/TOs prepare for setting up an Area Certification Board, which is essential for CHAP implementation. Key tasks include:
1) Developing support systems for clinical supervision and integrating the CHAP workforce into existing health systems;
2) Establishing technology infrastructure and comprehensive training programs;
3) Addressing drivers of health impacting workforce recruitment and retention;
4) Planning for financial and operational sustainability of CHAP within Tribal health systems.

Eligibility Requirements
Eligible applicants include federally recognized Indian Tribes and Tribal organizations as defined by U.S. law. Applicants must have completed the Tribal Assessment and Planning (TAP) grant or provide documentation demonstrating readiness for TPI. Individuals, sole proprietorships, foreign organizations, and Tribes prohibited under the Alaska Moratorium are not eligible. Letters of support or Tribal Resolutions from the Tribes served are required.

Period of Performance
The total period of performance is three years, with projects expected to be funded in three 1-year budget periods.

Grant Value
The total expected program funding is $2,000,000, with individual awards ranging from $400,000 to $666,667. The expected number of awards is between 3 to 5.

Place of Performance
The grant will be performed in the contiguous 48 states.
