Description

The Community Connect Grant Program provides financial assistance to eligible applicants that will provide service at or above the Broadband Grant Speed (100 Mbps down and 20 Mbps up) to all premises in rural, economically-challenged communities where broadband service (10 Mbps down and 1 Mbps up) does not exist. The deployment of broadband services on a community-oriented connectivity basis stimulates economic development and provides enhanced educational and health care opportunities in rural areas. RUS will give priority to rural areas that demonstrate the greatest need for broadband services, based on the criteria contained in the regulation and Application Guide.

All applicants should carefully review and prepare their applications according to instructions in the FY 2026 Community Connect Grant Program Application Guide (Application Guide) and program resources. This Application Guide can be found at https://www.rd.usda.gov/community-connect. Expenses incurred in developing applications will be at the applicant's own risk. Applications will be submitted through the online application system available on the program web site. The application system will open for accepting Community Connect applications on May 13, 2026. Applications must submitted by no later than 11:59 a.m. Eastern Time, June 29, 2026. Late or incomplete applications will not be accepted.

Background
The Community Connect Grant Program, administered by the Rural Utilities Service (RUS) under the USDA, aims to provide financial assistance to eligible applicants for constructing broadband networks in rural, economically-challenged communities lacking broadband service. The program's goal is to enhance economic development and improve educational and healthcare opportunities in these areas. Priority will be given to regions demonstrating the greatest need for broadband services, as outlined in the regulations and application guide.

Grant Details
The grant funds will be used to deploy broadband services that meet or exceed the Broadband Grant Speed of 100 Mbps downstream and 20 Mbps upstream. Eligible applicants must define a Proposed Funded Service Area (PFSA) that is contiguous and entirely within an eligible rural area where broadband service does not exist. The deployment must include providing free service at the Broadband Grant Speed to all participating Essential Community Facilities for at least two years. Additionally, a Community Center with a minimum of two computer access points must be established within the PFSA, offering free wireless access for at least two years. Applicants must also address cybersecurity risks as per national guidelines. The program has $17 million available for FY 2026, with a minimum award of $100,000 and a maximum award of $3 million.

Eligibility Requirements
Eligible applicants include incorporated organizations, Indian tribes or tribal organizations, state governments, local units of government, cooperatives, private corporations, or limited liability companies organized on a for-profit or not-for-profit basis. Applicants must have legal capacity to enter contracts and comply with federal regulations. Corporations convicted of federal felonies within the past 24 months or those with unpaid federal tax liabilities are ineligible. Applicants must not be debarred or suspended from participation in USDA programs.

The performance period for projects funded under this grant is three years.
