Ladies/Gentlemen:

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Climate Resilient Cities project. Eligibility for this award is not restricted.

USAID intends to make an award to the applicant(s) who best meets the objectives of this funding opportunity based on the merit review criteria described in this NOFO subject to a risk assessment. Eligible parties interested in submitting an application are encouraged to read this NOFO thoroughly to understand the type of program sought, application submission requirements and selection process.

To be eligible for award, the applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO. This funding opportunity is posted on www.grants.gov, and may be amended. Background
The Climate Resilient Cities (CRC) Project is a five-year activity in the Philippines that seeks to improve resilience by strengthening the adaptive capacities of cities to adapt to and manage the impacts of climate change. It will result in enhanced stakeholders’ knowledge on climate information for planning and decision-making; improved capacity to access and manage climate finance; and broadened adaptation and mitigation interventions to expand reach and impact.

Grant Details
The CRC Project focuses on climate resilience in urban areas, supporting the USAID Philippines Country Development Cooperation Strategy, particularly Development Objective (DO) 3: Environmental and Community Resilience Enhanced. The project will specifically contribute to increasing the country’s commitment to resilience through policy making and planning and capacity for effective implementation of actions that enhance environmental and community resilience. The CRC Project supports the Mission’s Cities Development Initiative goal of inclusive development in secondary cities. It contributes to IR 3: Environment and Community Enhanced, specifically Sub-IR 3.1: Improved Sustainable Management of Natural Resources and Sub-IR 3.2: Improved Capacity to Prepare for, Manage, and Recover from Crisis, Shocks, and Stresses. It will also contribute to IR 1: More Responsive Local Governance particularly Sub-IR 1.2: Local Service Delivery Systems Improved and Sustained.

Period of Performance
The anticipated period of performance is five years with an estimated start date in June 2021.

Grant Value
$15 million in total USAID funding over a five year period.

Place of Performance
The CRC Project will work at both the national and subnational levels. At the subnational level, the project will work in three sites at the minimum based on vulnerability criteria identified by the Philippine Cabinet Cluster on CCDRM.
