Concept Notes are requested of this activity to strengthen air pollution mitigation and exposure reduction systems in selected regions of India, contributing to a cleaner environment and healthier population. Through the CABH activity, USAID/India will support the Government of India (GOI) to address air pollution and its health impacts by: supporting Indian counterparts in identifying and developing regulatory interventions for improved governance on air pollution mitigation and health impacts; leveraging U.S. and Indian innovation, finance and expertise for air pollution mitigation measures and reducing exposure to air pollution; helping strengthen the science underpinning solutions; and raising awareness across stakeholders to drive social and behavioral transformation.

Background
The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified organizations to fund activity entitled “Cleaner Air and Better Health (CABH) Activity”. The purpose of the CABH activity is to strengthen air pollution mitigation and exposure reduction systems in selected regions of India, contributing to a cleaner environment and healthier population. Through the CABH activity, USAID/India will support the Government of India (GOI) to address air pollution and its health impacts by: supporting Indian counterparts in identifying and developing regulatory interventions for improved governance on air pollution mitigation and health impacts; leveraging U.S. and Indian innovation, finance and expertise for air pollution mitigation measures and reducing exposure to air pollution; helping strengthen the science underpinning solutions; and raising awareness across stakeholders to drive social and behavioral transformation.

Grant Details
The activity will be subject to rigorous monitoring, evaluation, and learning approach to ensure the intended results and impact are being generated.

The Monitoring, Evaluation, and Learning (MEL) plan should include the activity’s logic model, key performance indicators, including draft targets for each indicator, information on data quality assurances, and a calendar of key performance management tasks.

The anticipated period of performance is five (5) years with an estimated start date upon the signature of the award, on or about September 2021.

USAID intends to award one Cooperative Agreement with total government funding of US$15 Million through incremental funding over the five-year period.

There is no mandatory cost share requirement but a minimum leverage of 25% of the award amount is required.

Eligibility Requirements
This funding opportunity is open to all eligible U.S and non-U.S. non-governmental organizations (other than those from foreign policy restricted countries), including foundations, institutions of higher education, consortiums, public international organizations, etc.

Individuals are not eligible to participate.

The apparently successful applicant must provide a valid DUNS number in the SF-424 form that is to be submitted along with their full application.

The ASA should also have successfully registered in SAM (System for Award Management) prior to award.

Period of Performance
The anticipated period of performance is five (5) years with an estimated start date upon the signature of the award, on or about September 2021.

USAID intends to award one Cooperative Agreement with total government funding of US$15 Million through incremental funding over a five (5) year period.

Place of Performance
The proposed geographic focus areas will be finalized during the co-creation process but emphasis should be placed on supporting non-attainment cities as identified by NCAP.
