Background
The Centers of Excellence in Maternal and Child Health (MCH) Education, Science, and Practice program is administered by the Health Resources and Services Administration (HRSA) through its Maternal and Child Health Bureau. The program aims to strengthen and expand the MCH workforce by training graduate and post-graduate public health students in MCH. It also seeks to advance MCH science, research, practice, and policy through a well-trained public health workforce. The initiative addresses significant gaps in the public health workforce, particularly in maternal and child health, as highlighted by the 2021 Public Health Workforce Interests and Needs Survey.

Grant Details
The CoE program establishes national centers that recruit and train graduate and post-graduate students in MCH public health while supporting faculty experts who provide technical assistance to the MCH public health field. Key tasks include:

- Maintaining a comprehensive graduate-level MCH curriculum;
- Offering foundational courses on MCH history, social determinants of health, Title V legislation;
- Providing didactic and experiential training leading to graduate-level degrees;
- Recruiting underrepresented students;
- Establishing academic-practice partnerships with at least three organizations;
- Providing technical assistance to Title V agencies;
- Engaging students in research and evaluation projects;
- Supporting an MCH student interest group;
- Conducting performance measurement and continuous quality improvement activities.

Eligibility Requirements
Eligible applicants include public institutions of higher education, non-profit private institutions of higher education, and Native American tribal governments or organizations that are institutions of higher learning. Individuals are not eligible to apply. Applicants must have a school or program of public health accredited by the Council on Education for Public Health (CEPH).

Period of Performance
The period of performance is five years, from June 1, 2025, to May 31, 2030. Funding will be provided for five 12-month budget periods.

Grant Value
The expected total available funding for FY 2025 is $5,659,000. Individual grant awards can be up to $366,769 per year for base CoE funding, up to $170,000 per year for the MCH Postdoctoral Fellowship supplement, and up to $41,000 per year for the annual meeting supplement.

Place of Performance
The grant will be performed within domestic locations including the 50 states, District of Columbia, Commonwealth of Puerto Rico, Northern Mariana Islands, American Samoa, Guam, U.S. Virgin Islands, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau.
