This notice announces the opportunity to apply for funding under the Center for Maternal and Child Health Medicaid Partnerships program. The purpose of the Center for Maternal and Child Health Medicaid Partnerships is to strengthen collaboration between state Medicaid, Children's Health Insurance Program (CHIP), and Title V Maternal and Child Health Services Block Grant (Title V) programs and advance innovative financing strategies that improve outcomes and reduce health disparities for maternal and child health (MCH) populations. The award recipient will build knowledge and shared priorities between state Medicaid, CHIP, and Title V programs and provide one-to-one, state-specific tailored capacity-building assistance directly to state Medicaid, CHIP, and Title V programs to support MCH. Support will include: (1) engaging state Title V, Medicaid, and CHIP programs to identify shared priorities and foster a common understanding of needs, opportunities, and best practices; (2) one-to-one, state-specific, tailored assistance to advance MCH financing; (3) support the development of innovative collaborative models leveraging HRSA, CHIP, and Medicaid funding, and (4) one-to-one capacity-building assistance to advance interagency agreements required by statute.
Background
The Center for Maternal and Child Health Medicaid Partnerships program aims to strengthen collaboration between state Medicaid, Children’s Health Insurance Program (CHIP), and Title V Maternal and Child Health Services Block Grant (Title V) programs. The program seeks to advance innovative financing strategies that improve outcomes and reduce health disparities for maternal and child health (MCH) populations.

Grant Details
The award recipient will build knowledge and shared priorities between state Medicaid, CHIP, and Title V programs. Support will include engaging state Title V, Medicaid, and CHIP programs to identify shared priorities, fostering a common understanding of needs, opportunities, and best practices. Additionally, it will provide one-to-one, state-specific tailored capacity-building assistance directly to state Medicaid, CHIP, and Title V programs to support MCH. The program also aims to increase development, expansion, implementation, and monitoring of policies and practices to improve eligibility, coverage, access, and quality of care for MCH populations. It seeks to formalize policies and accountability mechanisms that guide and sustain coordination between state Medicaid, CHIP, and Title V programs.

Eligibility Requirements
Eligible applicants include public or private organizations, community-based organizations, or tribal governments/organizations. The program does not require cost sharing or matching.

Period of Performance
The period of performance is from September 30, 2024, through September 29, 2029 (5 years).

Grant Value
$2 million is available each year to fund 1 recipient. The ceiling amount for annual funding is up to $2 million.

Place of Performance
The grant will be performed in at least 35 states through activities such as annual convenings and/or learning communities.
