The selected Program Technical Advisor will provide services to the BSEE Gulf of America Regional Director and will be required to provide technical support to enhance offshore well preparedness, improve response capability, and strengthen inter-agency coordination within the Gulf of America region. Background
The Bureau of Safety and Environmental Enforcement (BSEE) is responsible for ensuring the safety and environmental protection of offshore energy operations. The Gulf of America Region seeks to enhance offshore well preparedness, improve response capabilities, and strengthen inter-agency coordination through the engagement of a Program Technical Advisor. This role is crucial for operational readiness and strategic planning in offshore activities.

Grant Details
The selected Program Technical Advisor will provide comprehensive technical support to the BSEE Gulf of America Regional Director. Key responsibilities include:
- Direct support to Unified Command Operations (70% of duties)
- Decommissioning planning (70% of duties)
- Expertise and mentoring to BSEE and US Coast Guard staff in Source Control Support Coordination (50% of duties)
- Well and reservoir analysis, including leak/flow potential and risk assessment (20% of duties)
- Development and preparation of a semi-annual Gulf of America rig forecast, along with mentoring BSEE staff on this process (20% of duties). These tasks are essential for ensuring improved operational readiness in the region.

Eligibility Requirements
Applicants should possess a BA/BS degree in Petroleum Engineering, Natural Resources, or a related field. A minimum of 20 years of experience in natural resource management or project management is required. Professional experience in the Petroleum Offshore Industry, knowledge of federal regulations, safety requirements, and project management skills are also necessary.

Period of Performance
The contract will be performed over an ongoing period that may require travel to various locations within the Gulf of America Region.
