Description

The United States has assessed that the Russian Federation has used chemical weapons in assassination attempts in the U.K. and Russia, and on the battlefield in Ukraine. In response, the U.S. government has imposed trade restrictions and/or sanctions against specific entities believed to be associated with the Russian Federation's Weapons of Mass Destruction (WMD) programs. This has included at least 25 entities located throughout Russia and Western Europe.

Background
The Department of State’s Bureau of International Security and Nonproliferation, Office of Cooperative Threat Reduction (ISN/CTR) is announcing an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). The ISN/CTR focuses on mitigating weapons of mass destruction (WMD) and related delivery systems proliferation and security threats from non-state actors and proliferator states. The program aims for long-term sustainability to maximize programmatic impact while minimizing reliance on outside financial or technical assistance.

Grant Details
The program seeks proposals that focus on the following areas:

1) Engage manufacturers of scientific equipment, pharmaceuticals, chemicals, and related biological materials to strengthen compliance standards.

2) Provide training and resources to distributors, financiers, insurers, logistics providers, and other facilitators to enhance due diligence.

3) Utilize commercial trade data to help partners identify links to prohibited entities.

4) Prevent exploitation of academic and commercial research for proliferation purposes.

Objectives include supporting consultations with compliance teams, providing technical consultations for developing due diligence procedures, using data to identify transactions linked to prohibited entities, conducting capacity-building engagements for private sector stakeholders, and training compliance specialists on best practices.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (with or without 501(c)(3) status), foreign-based non-profit organizations/NGOs, Federally funded research and development centers (FFRDCs), Public International Entities, Foreign Public Entities, U.S.-based institutions of higher education, foreign-based institutions of higher education, and U.S. for-profit organizations or businesses.

Period of Performance
The period of performance is set for 15 months.

Grant Value
The total funding ceiling for this grant opportunity is $15,000,000 with an anticipated number of awards being ten (10).

Place of Performance
The grant activities are expected to take place in Western Europe, South and Central Asia, East Asia and Pacific regions.
