Notice of Intent No. DE-FOA-0003546 The Office of Manufacturing and Energy Supply Chains (MESC) intends to re-issue Funding Opportunity Announcement (FOA) DE-FOA-0003099 entitled Bipartisan Infrastructure Law 40207(b) Battery Materials Processing and 40207(c) Battery Manufacturing Grants Round II . Projects awarded under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law (BIL).
Background
The Office of Manufacturing and Energy Supply Chains (MESC) intends to issue a second opening of Funding Opportunity Announcement (FOA) DE-FOA-0003099 entitled 'Bipartisan Infrastructure Law Battery Materials Processing and Battery Manufacturing.' This funding opportunity will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, commonly known as the Bipartisan Infrastructure Law (BIL). Over the last several years, Congress has appropriated more than $85.5 billion to the Department of Energy (DOE), which has been used to enable the private sector to rebuild a strong foundation for America’s energy independence and develop a skilled energy workforce. MESC will invest over $6 billion in the battery supply chain to drive competitive sourcing of critical minerals, including end-of-life battery collection and recycling. The activities funded will support BIL Sections 40207(b) & (c) and aim to strengthen domestic manufacturing and supply chains for national security.

Grant Details
MESC expects to make approximately $725 million available for new awards under this funding opportunity. It anticipates making around 3 to 14 awards, with individual awards varying between $50 million and $200 million. The estimated period of performance for each award is approximately 24-60 months. The funding may include capital and operational support for demonstration or commercial facilities that support battery-grade precursor materials, constituent materials, battery components, cell manufacturing, and recycling. Areas of interest include: 1) Battery Cathode and Anode Materials; 2) Battery Electrolyte and Electrolyte Salts; 3) Pre-Industrial Scale Cell Manufacturing; 4) Materials, Processing, and Manufacturing Open Topics. Priority will be given to applicants who do not use battery material from Foreign Entities of Concern (FEOC).

Eligibility Requirements
In awarding grants under this program, DOE will prioritize applicants that will not use battery material supplied by or originating from a Foreign Entity of Concern (FEOC), and those who will not export recovered critical materials to a FEOC.

Period of Performance
The estimated period of performance for each award will be approximately 24-60 months.
