Funding Opportunity Announcement No. DE-FOA-0003099 The Office of Manufacturing and Energy Supply Chains (MESC) is issuing a Funding Opportunity Announcement (FOA) entitled Bipartisan Infrastructure Law 40207(b) Battery Materials Processing and 40207(c) Battery Manufacturing Grants Round II. Projects awarded under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law (BIL).
Background
The Office of Manufacturing and Energy Supply Chains (MESC) is issuing a Funding Opportunity Announcement (FOA) for Bipartisan Infrastructure Law (BIL) 40207(b) Battery Materials Processing and 40207(c) Battery Manufacturing Grants Round II. The BIL is a once-in-a-generation investment in infrastructure, aiming to grow a more sustainable, resilient, and equitable economy through enhancing U.S. competitiveness, creating and retaining good jobs, and ensuring stronger access to economic benefits for disadvantaged communities. The BIL appropriates more than $62 billion to the Department of Energy (DOE) to deliver a more equitable clean energy future for the American people by investing in American manufacturing and workers; expanding access to energy efficiency and clean energy for families, communities, and businesses; delivering reliable, clean, and affordable power to more Americans; and building the technologies of tomorrow through clean energy demonstrations.

Grant Details
The FOA aims to support BIL Sections 40207(b) & (c), focusing on expanding the capabilities of the United States in advanced battery manufacturing; enhancing national security by reducing reliance on foreign competitors for critical materials and technologies; ensuring a viable battery materials processing industry with sufficient capacity to supply the North American battery supply chain; ensuring domestic manufacturing and recycling capability to support a North American battery supply chain; increasing capacity, enhancing national security, and shoring up the viability of the national battery supply chain with attention to creating and retaining good quality jobs in the sector. The FOA provides approximately $3.5 billion to fund investments within the electric vehicle battery supply chain, increase domestic battery manufacturing, and create good-paying clean energy jobs.

Eligibility Requirements
Eligible applicants include individuals, domestic entities, and foreign entities with cost-sharing requirements. Applicants must submit a Concept Paper by the due date to be eligible to submit a Full Application. Additionally, applicants must register with and submit application materials through the Clean Energy Infrastructure (S3) Exchange at https://infrastructure-exchange.energy.gov.

Period of Performance
The period of performance is expected to be from August 2024 to January 2025.
