The Notice of Funding Opportunity competitively solicits cost-shared research and development proposals to advance the pilot scale testing of carbon conversion technologies with high technology readiness level capable of achieving significant carbon mitigation via biological, catalytic, or mineralization pathways. This Notice of Funding Opportunity also supports testing of carbon conversion product performance and characterization needed for market or consumer adoption. This may include lifecycle analysis development for novel carbon conversion technologies and for pilot facilities using these technologies.

Background
The Bipartisan Infrastructure Law (BIL) aims to modernize and upgrade American infrastructure, enhancing U.S. competitiveness and addressing climate change.

The U.S. Department of Energy (DOE) is issuing this Notice of Funding Opportunity (NOFO) under the Fossil Energy and Carbon Management Office, which will be funded in part by the Infrastructure Investment and Jobs Act. The goal is to support research and development (R&D) for carbon conversion technologies that can significantly mitigate carbon emissions through biological, catalytic, or mineralization pathways.

Grant Details
The NOFO solicits cost-shared R&D proposals for pilot scale testing of carbon conversion technologies with a high technology readiness level (TRL ≥ 5). This includes testing product performance and characterization necessary for market adoption, as well as lifecycle analysis development for novel carbon conversion technologies.

The program encompasses four topic areas:
1) Pilot Scale Biological Conversion;
2) Pilot Scale Catalytic Conversion;
3) Pilot Scale Mineralization;
4) Other Testing and Lifecycle Analysis Development Required for Commercialization. Each topic area has specific funding allocations and requirements for cost-sharing.

Eligibility Requirements
Eligible applicants include domestic entities such as institutions of higher education, for-profit organizations, non-profit organizations, state and local government entities, and Indian Tribes. Foreign entities may participate only with an explicit waiver request. Participation from DOE Federally Funded Research and Development Centers (FFRDCs) is limited to subrecipients.

Period of Performance
The estimated period of performance is from December 5, 2025 to December 4, 2027.

Grant Value
The total available funding across all topic areas is approximately $100 million for FY 2025, with individual awards ranging from $2 million to $8 million depending on the topic area.

Place of Performance
All work must be performed in the United States.
