Description

The Bioproduct Pilot Program seeks to study the benefits of using materials derived from covered agricultural commodities for manufacture of construction and consumer products.

This program directs the USDA to partner with no less than one qualified institution to support the scale-up of sustainable bioproduct manufacturing, with the goal of providing a low-cost alternative to conventional products.

Background
The Bioproduct Pilot Program seeks to study the benefits of using materials derived from covered agricultural commodities for manufacture of construction and consumer products. The program directs the USDA to partner with at least one qualified institution to support the scale-up of sustainable bioproduct manufacturing, with the goal of providing a low-cost alternative to conventional products.

Grant Details
The Bioproduct Pilot Program is a competitive grant program that will support research activities related to studying the benefits of using materials derived from covered agricultural commodities in the production of construction and consumer products. Anticipated activities include technoeconomic and life-cycle analyses relative to incumbent products; environmental and waste management implications; and product development and scale-up. The program seeks projects that will study the benefits of using materials derived from covered agricultural commodities for production of construction and consumer products. The RFA solicits Research Project types only. The amount available for the Bioproduct Pilot Program in FY2022 is up to $5,000,000 and in FY2023 is up to $5,000,000. All awards will be awarded in FY2023.

Eligibility Requirements
Applicants for the Bioproduct Pilot Program must meet all the requirements discussed in this RFA. Qualified institutions are bioproduct research facilities that meet specific criteria including being funded, in part, by a State; located within a reasonable distance of an institution of higher education; providing students opportunities to engage in research activities; and providing opportunities for collaboration with private enterprise.

A. Eligibility Requirements Applicants for the Bioproduct Pilot Program must meet all the requirements discussed in this RFA. Failure to meet the eligibility criteria by the application deadline may result in exclusion from consideration or preclude NIFA from making an award. For those new to Federal financial assistance, NIFA’s Grants Overview provides highly recommended information about grants and other resources to help understand the Federal awards process. Qualified institutions are bioproduct research facilities that meet all of the following criteria: (1) is funded, in part, by a State; (2) is located within a reasonable distance, not to exceed 3 miles, of the primary residence hall of an institution of higher education. An institution of higher education is defined in Section 1001(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)). (3) provides students opportunities to engage in research activities; and (4) provides opportunities for an institution of higher education to collaborate with private enterprise. The Statement of Eligibility, not to exceed 1 page, must be included as Appendix 1 in the Project Narrative (See Part IV. B. Formatting and Part V. B. of this RFA).
