Description

Through this Basic Education Quality Advancement Addendum, USAID/El Salvador aims to engage locally based new and underutilized partners to expand and amplify the Agency's work through and with higher education. NPI seeks to support the partner countries' achievement of sustainable and resilient results, and catalyze more effective partnering for impact. This Addendum disseminates information to prospective Applicants so they may develop and submit Concept Notes in response and ultimately to be considered for USAID funding. This Addendum describes and provides:

The type of activities for which Concept Notes will be considered;

Available funding, process and requirements for submitting concept notes;

The Merit Review Criteria for evaluating Concept Notes; and

Refers prospective Applicants to relevant documentation and resources.

Background
The Basic Education Quality Advancement Addendum aims to engage locally based new and underutilized partners to expand and amplify the Agency’s work through and with higher education. The Addendum disseminates information to prospective Applicants so they may develop and submit Concept Notes in response and ultimately to be considered for USAID funding.

Grant Details
The Addendum describes the type of activities for which Concept Notes will be considered, available funding, process, requirements for submitting concept notes, and the Merit Review Criteria for evaluating Concept Notes.
It also aims to improve the quality of basic education in El Salvador by addressing key constraints and gaps in foundational reading, math, and social and emotional skills of children and youth, inclusive of the most marginalized and vulnerable in targeted geographic areas.
The activity will sustain improvements to the quality of basic education in El Salvador by strengthening the capacity of higher education institutions (HEIs) to effectively deliver on two key functions: teacher training (including for social emotional learning) and social advocacy to inform and implement high-quality basic education programming for children and youth.

Eligibility Requirements
Eligible applicants include local organizations, higher education institutions, private sector entities, non-governmental organizations, and other underutilized partners.
The activity should be active in at least one of the three urban hubs in El Salvador: San Salvador, San Miguel, and/or Santa Ana.

Period of Performance
The closing date for Concept Note Submission is June 1, 2021 at 16:00 El Salvador time.
The period of performance is subject to negotiation with partners based on the final award(s) and baseline assessments.

Grant Value
USAID/El Salvador anticipates supporting one or more awards totaling no more than $25,000,000 over the life of the award(s).

Place of Performance
The activity should be active in at least one of the three urban hubs in El Salvador: San Salvador, San Miguel, and/or Santa Ana.
