The purpose of this funding opportunity announcement (FOA) is to invite R03 applications to support archiving and documenting existing data sets in order to enable secondary analysis of these data by the scientific community. The priority of this program is to archive data sets within the scientific mission of the NICHD; highest priority is to archive data collected with NICHD support.

Background
The National Institutes of Health (NIH) is offering a funding opportunity to support the archiving and documentation of existing data sets within the scientific mission of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) to facilitate secondary analysis of these data by the scientific community. The highest priority is to facilitate the sharing of original data collected with NICHD funding.

Grant Details
The purpose of this funding opportunity announcement (FOA) is to support the archiving and documentation of existing data sets within the scientific mission of the NICHD to enable secondary analysis by the scientific community. The scope includes archiving activities associated with providing access to data that can be used for secondary research within the scientific mission of the NICHD. Proposed activities must protect and maintain confidentiality for research subjects and must include all protections outlined in subject or patient consent forms, if any. The FOA encourages activities such as archiving data from completed clinical trials, developing population health, socio-behavioral, and/or demographic data, cleaning and archiving existing clinical data, harmonizing data across multiple data sets, enhancing existing data resources, creating data sets for public use from restricted access data, and archiving data from awards active in FY22 or earlier that plan to submit competing continuations.

Eligibility Requirements
Eligible applicants include higher education institutions, public/state controlled institutions of higher education, private institutions of higher education, nonprofits with 501(c)(3) IRS status, for-profit organizations (including small businesses), state governments, county governments, city or township governments, independent school districts, public housing authorities/Indian housing authorities, Native American tribal organizations (other than federally recognized tribal governments), faith-based or community-based organizations. Foreign institutions are not eligible to apply. Applicant organizations must complete and maintain several registrations including System for Award Management (SAM), NATO Commercial and Government Entity (NCAGE) Code (if applicable), Unique Entity Identifier (UEI), and eRA Commons.

Period of Performance
The maximum period for this grant is 2 years.

Grant Value
Application budgets are limited to $50,000 in direct costs per year. The number of awards is contingent upon NIH appropriations and the submission of a sufficient number of meritorious applications.
