Background
The American Rescue Plan Act (ARPA) has allocated funds to strengthen the integrity of the Unemployment Insurance (UI) system, with a focus on preventing and detecting fraud, promoting equitable access, and ensuring timely benefit payments. The Department of Labor is deploying the remaining funds to support meaningful transformation in the UI system, in response to vulnerabilities exposed during the COVID-19 pandemic. This includes a comprehensive, strategic approach to deploying remaining UI modernization funds to improve the future integrity of the UI system.

Grant Details
The grant opportunities include Integrity Grants of up to $100 million for states to protect the UI program from fraudulent activity and increase resources dedicated to overpayment recovery. The National ID Verification Offering provides online and in-person opportunities to strengthen ID verification. IT Modernization Grants aim to help states adopt new strategies to modernize and rearchitect their UI programs. Tiger Team Grants provide funding for states to implement recommendations developed in partnership with the Department’s multi-disciplinary Tiger Team initiative. The grant application and award process will be completed in two stages, an Initial Application and a later Full Project Plan.

Eligibility Requirements
State Workforce Agency Administrators are requested to review the funding opportunities and coordinate with appropriate state staff to develop Initial Applications for opportunities they wish to apply for. States must agree to share confidential UC data with the Department of Labor’s Office of Inspector General for audits and fraud investigations.

Period of Performance
The periods of performance for each funding opportunity are described in the respective subsections of this UIPL. The deadline for submitting all Initial Application materials is August 18, 2023.
