Domestic EntitiesThe proposed prime recipient must be a domestic, for-profit entity for which the scope of work performed by the prime recipient must represent the majority of the work performed (over 50%), as measured by the total project costs. The proposed prime recipient and subrecipient(s) must be domestic entities. The following types of domestic entities are eligible to participate as a subrecipient of this FOA:1. Institutions of higher education2. For-profit entities3. Nonprofit entities4. State and local governmental entities, and Indian tribesTo qualify as a domestic entity, the entity must be organized, chartered or incorporated (or otherwise formed) under the laws of a particular state or territory of the United States; have majority domestic ownership and control; and have a physical place of business in the United States.
