Advancing State Implementation of the National Strategy to Support Family Caregivers

Background
The Administration for Community Living (ACL) is issuing this Notice of Funding Opportunity (NOFO) to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended. The goal is to support state implementation of the principles, recommendations, and actions outlined in the 2022 National Strategy to Support Family Caregivers. This initiative aims to enhance the support provided to family caregivers, who play a crucial role in assisting older adults and individuals with disabilities.

Grant Details
Grantees will develop cross-agency partnerships at the state level to address specific goals from the National Strategy. They will be allowed a planning period of up to six months to coordinate with partners before submitting a sustainability plan detailing how project activities will continue post-federal funding. The two-year projects will focus on implementing and executing their proposals, aiming to achieve at least three out of five strategic goals: increasing awareness and outreach to family caregivers, advancing partnerships with them, strengthening services and supports, ensuring financial security, and expanding data use for evidence-based practices.

Eligibility Requirements
Eligible applicants are limited to State Units on Aging (SUAs), which are authorized entities under the Older Americans Act. Only one application per state will be accepted, and each application must demonstrate collaboration with the SUA and at least one other state agency. Applicants must also focus on at least three of the five goals outlined in the National Strategy.

Period of Performance
The grant will be fully funded for a period of 24 months, with an initial planning phase of up to six months followed by implementation activities.

Grant Value
The total estimated funding available for this opportunity is $1,960,000, with up to four cooperative agreements awarded. Each project can receive between $450,000 and $490,000 over the two-year period.

Place of Performance
The grant activities will be performed at the state level across various locations as determined by the State Units on Aging.
