This project seeks to 1) expand Paraguay's rural internet connectivity, 2) build institutional capacity to deliver secure access to information and communications technologies (ICTs), and 3) strengthen digital literacy.

The U.S. Department of State, through the Bureau of Western Hemisphere Affairs Office of Policy Planning Coordination (WHA/PPC), announces a funding opportunity aimed at promoting secure digital connectivity in Paraguay. This initiative aligns with Paraguay's national 5G spectrum tender and supports the government's digital integration agenda. It aims to expand rural internet connectivity, build institutional capacity for secure information and communications technologies (ICTs), and enhance digital literacy among its citizens.

Grant Details
The project involves several key tasks:
1) Procure and deploy internet access points at up to 3,600 sites across Paraguay;
2) Develop an institutionalization plan with the Ministry of Information and Communications Technology (MITIC) for monitoring, management, and maintenance of these access points post-award;
3) Advance digital literacy in rural communities through training programs that promote safe and effective use of digital tools and understanding of data privacy risks.

The awardee must consult with MITIC and the National Telecommunications Commission (CONATEL) to ensure compliance with local regulations. The project aims for long-term system strengthening, public engagement, and equitable access to ICTs.

Eligibility Requirements
Eligible applicants include U.S. non-profit organizations with a 501(c)(3) status, overseas-based NGOs or equivalent entities under Paraguayan law with a presence in Paraguay. NGOs based in Paraguay are strongly encouraged to apply. Individuals and for-profit organizations are not eligible. Applicants may submit only one application per organization.

Period of Performance
The estimated project start date is September 30, 2025, with a duration of up to 54 months.
