The U.S. Department of State, through the Bureau of Western Hemisphere Affairs Office of Policy Planning Coordination (WHA/PPC), announces a funding opportunity titled 'Advancing Secure Digital Connectivity in Paraguay.' This initiative aims to enhance Paraguay's rural internet connectivity, build institutional capacity for secure access to information and communications technologies (ICTs), and promote digital literacy.

The project aligns with Paraguay's national 5G spectrum tender and digital integration agenda, supporting efforts to install and maintain internet infrastructure while ensuring safe and effective use of digital tools.

Grant Details
The project involves several key tasks:
1) Procure, deliver, install, and service secure internet access points at up to 3,600 sites across Paraguay;
2) Develop an institutionalization plan with the Ministry of Information and Communications Technology (MITIC) for the monitoring, management, and maintenance of these access points post-award;
3) Advance digital literacy in rural communities through training programs that promote safe internet usage and understanding of data privacy risks.

The awardee must work closely with Paraguayan authorities to ensure compliance with procurement regulations and property standards as outlined in 2 CFR ยง 200.

Eligibility Requirements
Eligible applicants include U.S. non-profit organizations with a 501(c)(3) status, overseas-based NGOs with equivalent status under Paraguayan law or other jurisdictions but with a presence in Paraguay. Institutions of higher education and public international organizations (PIOs) are also eligible. NGOs based in Paraguay are strongly encouraged to apply. Individuals and for-profit organizations are not eligible.

Period of Performance
The estimated project start date is September 30, 2025, with an anticipated duration of up to 54 months.
