Description

The Department of State's Office to Monitor and Combat Trafficking in Persons (TIP Office) is pleased to invite organizations to submit Statements of Interest (SOIs) for projects aimed at validating promising intervention approaches under the Program to End Modern Slavery (PEMS).
Background
The Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office) invites organizations to submit Statements of Interest (SOIs) for projects aimed at validating promising intervention approaches under the Program to End Modern Slavery (PEMS). The TIP Office leads the U.S. government's global engagement to combat human trafficking, focusing on partnerships with various stakeholders to reduce the prevalence of this crime.

Grant Details
The TIP Office will allocate funding for anti-trafficking projects through a two-stage competitive process. In stage one, applicants must submit SOIs (maximum five pages) that address specific priorities identified by the TIP Office. Successful SOIs will undergo technical and programmatic reviews, with a limited number invited to submit full proposals in stage two. The funding opportunity emphasizes the implementation and evaluation of promising interventions that have initial evidence of effectiveness. Projects should reflect a victim-centered, trauma-informed approach and may include partnerships with governments, academia, civil society, and other organizations.

Eligibility Requirements
Eligible applicants include U.S.-based and foreign non-profits, non-governmental organizations (including faith-based), public international organizations, institutions of higher education, for-profit entities, and U.S. government agencies. Applicants may form consortia but must identify a lead applicant. Organizations currently receiving funds from the TIP Office can apply for additional funding.

Period of Performance
The anticipated award duration is between 24 to 54 months, with awards expected to be issued in fall 2025.

Grant Value
The approximate average award is $2,500,000 with a floor of $500,000 and a ceiling of $5,000,000 for the initial period of performance. The total overall ceiling is also $5,000,000.

Place of Performance
Projects are expected to be implemented outside of the United States in countries assessed below Tier 1 in the TIP Report.

The TIP Office encourages applications from the following entities: • U.S.-based and Foreign-based Non-Profit • For-Profit Organization • Institution of Higher Education • Non-Governmental Organization (NGO) • Public International Organization (PIO). Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. While foreign governments are not eligible to apply, governments may be beneficiaries of programs if funding does not pay salaries of government agency personnel and that such assistance is not restricted by U.S. law or policy. Please refer to the NOFO for full eligibility information.
