Description

The TIP Office announces an open competition for projects to combat child trafficking in Colombia under a new Child Protection Compact (CPC) Partnership (hereinafter the CPC Partnership).
Background
The U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office) is announcing an open competition for projects in support of a forthcoming Child Protection Compact (CPC) Partnership between the United States and the Government of Colombia. The CPC Partnership is jointly developed and implemented by the United States and the Government of Colombia through a multi-year plan (at least five years). The purpose of the CPC is to strengthen the efforts of the Colombian government and civil society organizations in Colombia to prevent child trafficking, effectively investigate, prosecute, and convict perpetrators of child trafficking, proactively identify, protect, and provide comprehensive, trauma-informed care for child victims, and create an enabling environment to promote effective collaboration to combat child trafficking.

Grant Details
The TIP Office will allocate funding for anti-child trafficking projects in Colombia through an open, competitive process. Applicants are invited to submit a project narrative (no more than 9,000-characters in length) that details previous work the organization has conducted on child protection to combat human trafficking, specifically child trafficking, in Colombia.

The TIP Office may also consider the departments of Nariño, Vichada, Risaralda, and Amazonas as relevant departments to include if the applicant’s past work includes those areas. Upon technical and proposal review, the TIP Office will select applicant(s) to fund under the CPC Partnership. Selected applicant(s) will work with the two governments to develop an implementation plan towards achieving the goal and objectives listed above for the CPC Partnership.

Eligibility Requirements
Organizations eligible to apply include U.S.-based and foreign non-profits, non-governmental organizations (including faith-based organizations), public international organizations (PIOs), institutions of higher education, and for-profit entities.

Foreign governments are not eligible to apply but may be beneficiaries of programs provided that funding does not pay salaries of government agency personnel and that such assistance is not restricted by U.S. law or policy. Applicants should have existing active partnerships with thematic or in-country partners, entities, and relevant stakeholders.

Period of Performance
The total duration of any award shall not exceed 60 months or five years. Selected applicant(s) will convene with the U.S. Government and the Government of Colombia within 90 days of signing the award to develop an implementation plan for the CPC Partnership.

The TIP Office encourages applications from the following entities: • U.S.-based and Foreign-based Non-Profit • For-Profit Organization • Institution of Higher Education • Non-Governmental Organization (NGO) • Public International Organization (PIO) Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR) at 48 CFR 30, Cost Accounting Standards Administration, and 48 CFR 31 Contract Cost Principles and Procedures.
