2022 Targeted Airshed Grant Program

Background
EPA’s Office of Air and Radiation’s (OAR) Targeted Airshed Grant Program is soliciting applications from eligible entities for emission reduction activities in the nonattainment areas that the Agency has determined are the top five most polluted relative to the 8-hour ozone, annual PM2.5, or 24-hour PM2.5 standards. The goal of the program is to fund activities in applicable nonattainment areas that will achieve documentable reductions of emissions contributing to ozone and/or PM2.5 concentrations.

Grant Details
The program provides funding to assist eligible state, local, and tribal air pollution control agencies to conduct emission reduction activities to reduce air pollution in nonattainment areas that EPA determines are the top five most polluted areas relative to the ozone (O3), annual average fine particulate matter (PM2.5), or 24-hour PM2.5 National Ambient Air Quality Standards (NAAQS). The total estimated funding for this competitive opportunity is approximately $61,927,000. EPA anticipates awarding a total of approximately 8 – 13 assistance agreements from this announcement, subject to availability of funds, the quality of applications received, and other applicable considerations.

Eligibility Requirements
Eligible entities include state, local, and tribal air pollution control agencies. The maximum amount of requested federal funding shall not exceed $10,000,000 per application. Priority for funding is given to projects which promote environmental justice.

Period of Performance
The estimated period of performance for awards resulting from this solicitation will be up to five years. The estimated project start date for awards will begin by April 2023.

Grant Value
Funding is dependent upon agency appropriations, funding availability, and other applicable considerations.

Place of Performance
The emission reduction activities must occur in the applicant’s respective nonattainment area(s) for the life of the project.
