The required services cover comprehensive environmental restoration and complex hazardous, toxic, and radioactive waste (HTRW) work, including program strategy, investigations, feasibility studies, remedial investigations and designs, proposed plans, records of decision, corrective actions, regulatory support, risk assessments, sampling and data validation, electronic data management, geotechnical investigations, groundwater modeling, monitoring-well installation, vapor-intrusion assessments, environmental site assessments, asbestos and lead-based-paint surveys, treatability and pilot studies, and emerging-contaminant investigations, particularly PFAS.
Task orders will generally be firm-fixed-price and negotiated individually, with labor rates negotiated for each 12-month contract period.
The MATOC incorporates task-order small-business reserves under FAR 19.504. Reserved opportunities will be considered first for qualified small businesses, but task orders may be competed among all MATOC holders if an insufficient number of qualified small businesses is available.
Evaluation will be based on SF330 qualifications under three principal factors:
1. Professional qualifications.
2. Specialized experience and technical competence.
3. Work management.
Required key personnel include certified program and project managers; licensed environmental, civil, and geological professionals; a chemist experienced with DoD Quality Systems Manual requirements and PFAS data validation; hazardous-waste, quality-control, health-and-safety, scheduling, regulatory, risk-assessment, and GIS specialists.
Offerors must submit up to eight relevant projects addressing specified experience areas, including:
- CERCLA remedial investigations and feasibility studies.
- RCRA corrective-action work.
- Remedial design.
- Complex-aquifer modeling.
- Two separate PFAS delineation projects.
- PFAS water-treatment system design with a minimum 50-gallon-per-minute flow rate.
The proposal must include CPARs or applicable USACE/NAVFAC past-performance questionnaires, demonstrate majority performance on at least five projects, comply with specified SF330 page limits, and explain management of quality, subcontractors, schedules, costs, communications, version control, software, and independent reviews.
One complete PDF using SF330 Revision 7/2021 must be submitted through PIEE, or DoD SAFE only if PIEE upload is unavailable. Emailed proposals are prohibited, and the response deadline is the date and time posted on the PIEE website.
