Summary
This Statement of Work (SOW), issued for the Department of Veterans Affairs’ Massachusetts National Cemetery (MNC) in Bourne, Massachusetts, establishes requirements for furnishing, delivering, installing, protecting, and establishing turfgrass sod at the cemetery.
The contract covers an estimated 38,000 square feet annually, ordered on an as-needed basis in increments of up to approximately 5,000 square feet, with performance from award through 12 months and two optional 12-month renewal periods.
The Contractor must provide all labor, materials, equipment, transportation, supervision, site preparation, installation, debris removal, and related services while coordinating work around daily committal services, ceremonies, visitors, gravesites, markers, utilities, and other cemetery operations.
The required product is fresh, premium cool-season sod suitable for southeastern Massachusetts, generally Kentucky-bluegrass-dominant with compatible cultivars and potential fine fescue or perennial ryegrass components subject to COR approval.
Sod must:
- Be harvested and installed the same day.
- Have 0.75- to 1-inch soil thickness.
- Have uniform roll widths within 0.5 inch.
- Be free of yellowing, mold, mildew, desiccation, mechanical damage, weeds, and pests.
The Contractor must:
- Loosen and grade the top 1–2 inches of soil.
- Remove stones larger than 1 inch and debris.
- Apply directed amendments.
- Install tightly staggered seams without overlap.
- Roll the sod for firm soil contact.
- Maintain headstone alignment.
- Protect the material from drying and wind.
Trucks may not enter pre-placed crypt fields, and only lightweight equipment and COR-approved routes may be used.
The Government will normally provide post-installation watering. However, the solicitation may order an optional Contractor-provided service consisting of watering at installation and daily watering for seven calendar days; pricing for this option must be included in the price schedule.
Required submittals include:
- Sod farm source.
- Harvest date and time.
- Sod age.
- Netting type.
- Cultivar blend.
- Weed- and pest-free certification.
- Compliance statements for agricultural regulations.
- Quality control plan addressing handling, storage, installation, seam closure, and property protection.
- Proposed delivery and installation schedule.
Orders will be issued in writing by email by the Contracting Officer’s Representative (COR) or designated ordering official, with Contractor confirmation within one business day and generally 48–72 hours’ advance notice.
Work is normally Monday through Friday, 7:00 a.m. to 4:30 p.m. Weekend work requires advance notice and COR approval.
Work must stop within approximately 1,000 feet of active committal services. The Contractor must comply with VA, National Cemetery Administration, OSHA, EPA, and applicable state and local requirements.
Acceptance requires:
- Uniform coverage.
- Seams with gaps no greater than 0.25 inch.
- Even grades.
- No observable disease or weeds.
- Firm rooting within 21–30 days.
Sod failing due to Contractor materials or workmanship must be replaced at no cost to the Government within the specified warranty or establishment period.
Invoices must be submitted after acceptance of each order through VA’s Invoice Processing Platform or another designated system and must identify the order number, square-foot quantity, unit and extended prices, and installation date.
