Summary
Amendment 0001 to NOAA’s Office of Marine & Aviation Operations (OMAO) RFQ 1333MK27Q0004 corrects the brand-name spelling for the required Pratt & Whitney fuel control unit, Part Number 8061-333, and states that no other solicitation terms are changed.
The RFQ is a total small-business set-aside under NAICS 336412, with a 1,500-employee size standard, and seeks one serviceable unit for the Aircraft Operations Center (AOC) in support of two anticipated PT6-60 engines for King Air aircraft that may arrive without fuel controls. The unit will also serve as a future spare.
Delivery is required to:
NOAA AOC
3450 Flightline Drive
Lakeland, Florida 33811
Delivery is due within 60 days after award.
Quotes must be firm fixed price and include all costs, including shipping and any core deposit, while complying with Buy American-Supplies requirements and identifying the product’s country of manufacture.
Offerors must submit quotations electronically by 4:00 p.m. Pacific Time on November 11, 2026, and must acknowledge the amendment. Questions must be submitted in writing by 4:00 p.m. Pacific Time on October 30, 2026.
Quotations must include:
- Active SAM.gov registration.
- UEID/CAGE code and the first page of SAM registration.
- Detailed product specifications or data sheets.
- Photographs, if applicable.
- An authorized OEM sales, distribution, or service letter.
- A technical approach.
- At least two recent similar-contract references.
References are expected to complete past-performance questionnaires directly for the agency.
The Government intends to make an all-or-none, single-firm-fixed-price purchase order using a tradeoff evaluation. Non-price technical factors—particularly technical approach/capability and past performance—will be significantly more important than price, although price may control when technical quotations are substantially equal.
Additional evaluation considerations include:
- Price completeness and reasonableness.
- Required qualifications or licenses.
- Enhanced warranty.
- Delivery performance.
The award is expected to use Net 30 payment terms, and contractors must be registered in FedConnect for contract administration.
