Summary
This Statement of Work (SOW) details the evaluation factors for the award of a multiple-year, multiple-award contract for the Advanced Manufacturing and Acquisition Contract (AMAC).
The acquisition will follow a competitive source selection process under the Revolutionary Overhaul (RFO) guidelines and will only consider U.S. companies as prime contractors. Joint ventures must consist solely of U.S. entities, and foreign-owned companies approved as U.S. subsidiaries may also qualify.
The contract aims to award all qualifying offerors without a cost/price evaluation, as specified under RFO Part 15.104(b)(1)(ii)(A), which allows for such an approach when certain conditions are met.
The evaluation process emphasizes that proposals must meet specific technical and small business factors to be deemed acceptable. Offerors are required to demonstrate their technical maturity and proficiency in areas of interest through detailed narratives, while also providing small business participation commitments and subcontracting plans where applicable.
Proposals rated as "Unacceptable" in any factor will be ineligible for award consideration. Additionally, artificial intelligence may be used to assist in proposal evaluations, although final decisions will rest with human evaluators.
A minimum delivery order of $500 is anticipated for the post-award conference, which will serve to establish contractual relationships and provide guidance on the AMAC Industry Guide.
