This performance work statement (PWS) is for the LF-18 asbestos abatement project, which involves the removal of asbestos-containing materials from approximately 10,000 square feet of mixed cubicle and office spaces located at the Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA.

The work is to be completed by December 31, 2025, and will require the relocation of approximately sixty personnel currently inhabiting the targeted area. The contractor is responsible for removing existing carpet, cove base, and asbestos-containing floor tiles along with associated mastic. Additionally, all furniture will need to be disassembled and disposed of by the vendor, while items designated for retention will be relocated.

The contractor must also supply and apply new paint to all walls and trim within the interior spaces, covering an estimated 8,000 square feet. Specific requirements include using a latex-based primer and satin latex paint in an off-white color for walls, with semi-gloss white paint for trim.

Furthermore, after completing the abatement process, the contractor will install customer-supplied felt-backed carpet tiles along with necessary adhesives and cove bases. Compliance with OSHA regulations is mandatory; thus, services must include personal air monitoring and third-party project monitoring during the abatement process. Notably, access to Norfolk Naval Base is required for this project, necessitating a 21-day lead time for approval through the DBIDS process.
