Summary
This Notice of Funding Opportunity (NOFO) is issued by the U.S. Department of State for the operation and management of the Edward M. Kennedy Center (EMK Center) in Dhaka, Bangladesh.

The opportunity number is PD-DHAKA-NOFO-FY2026-02, with an application deadline set for June 30, 2026, at 11:59 p.m. Bangladesh Standard Time. The funding instrument is a cooperative agreement with anticipated award amounts ranging from $450,000 to $550,000, contingent upon the availability of funds. The project performance period is expected to last 12 months, starting from September 30, 2026.

Eligible applicants include not-for-profit organizations, private educational institutions, and public international organizations; however, for-profit entities are not eligible to apply.

The selected recipient will be responsible for managing the EMK Center in collaboration with the Embassy’s Public Diplomacy Section (PD). This includes supervising local staff, delivering EducationUSA services, and designing programs in various fields such as STEM and digital media. The EMK Center aims to strengthen U.S.-Bangladesh ties by engaging young professionals and U.S. exchange alumni through high-impact programs that promote American culture and excellence while providing resources for English language learning and professional skills training.

The proposal must clearly address the goals and objectives outlined in the NOFO and include specific components such as:

- Project summary
- Organizational background
- Problem statement
- Goals and objectives
- Project activities
- Methods of implementation

Applicants are required to submit mandatory forms including SF-424 (Application for Federal Assistance), SF-424A (Budget Information), and SF-424B (Assurances). Additionally, all proposals must be submitted in English with budgets presented in U.S. dollars. Organizations can only submit one proposal each; multiple submissions will render all proposals from that organization ineligible for funding consideration.
