• Source Selection: Not LPTA nor Performance Price Trade-off (PPT)
• Multiple Award Contracts:
• Award multiple Indefinite Delivery Indefinite Quantity (IDIQ)
• Anticipate awarding 5 contracts in each of two vendor pools (unrestricted and

small business) in each AOR

• Contractors may choose which vendor pool within which they want to compete

but may only compete in one of the two vendor pools

• Contractors may compete for one or all five AORs but will only be awarded one
contract encompassing all AORs within which they are determined awardable.

• Minimum Guarantee: $2,500 to attend the Post Award Conference

• Definition: The overall fill rate is the percentage of the total

amount of required FTE-weighted days filled in a reporting period

• How Calculated: Calculated by dividing the sum of FTE-weighted
days contract workers fill a position in a reporting period by the
total number of required FTE-weighted days in the same reporting
period

LOIA Percentage

• Definition: The LOIA percentage is the percentage of FTEs issued
on a Letter of Intent to Award that were approved in a reporting
period

• How Calculated: Calculated by dividing the total number of FTEs
the Contractor submitted to the Government that were approved
in a reporting period by the total number of FTEs on Letters of
Intent to Award that the Government issued to the Contractor
with a submission date during the same reporting period.

Customer Satisfaction Rate

• Definition: The customer satisfaction rate is the average of all the

customer satisfaction ratings for compliance with contract and TO terms
and conditions on a 5-point scale in a reporting period.

• How Calculated: Calculated by averaging the customer satisfaction
ratings from each of the CORs on active Task Orders in the reporting
period.

Package Acceptance Percentage

• Definition: The package acceptance percentage is the percentage of

qualifying and credentials packages that were not returned because of
errors or omissions.

• How Calculated: Calculated by dividing the number of qualifying and
credentials packages accepted the first time by the Government in a
reporting period by the total number of qualifying and credentials
packages submitted during the same reporting period

• AQL set at the contract level

MPSR Submission Accuracy Count

• Definition: The MPSR submission accuracy count is a count of Monthly
Performance Status Reports that were submitted inaccurately or not on
• How Calculated: Calculated by counting the number of MPSR reports

the Government returned, by month, to the submitter due to inaccurate
reporting and the number of MPSRs that were not submitted on time.
