The anticipated contract will be structured as a hybrid cost plus fixed fee/firm fixed price IDIQ with a five-year ordering period. This acquisition is justified under the statutory exception for other than full and open competition, specifically citing 10 United States Code ยง 3204(a)(1) and FAR 6.302-1, which allows for procurement from only one responsible source when no other supplies or services can meet agency requirements.

A redacted justification and approval document will be made available on SAM.gov within 14 days following the contract award. It is important to note that this notice does not constitute a request for competitive proposals; MCSC will only solicit and negotiate with SNC. Interested parties must submit responses to Ashley Northam by 1500 EST on June 2, 2025.
