INTRODUCTION
The Product Manager - Electronic Warfare Systems (EWS) is sponsoring an Industry Day on 13 October
2022 for the Marine Electromagnetic Ground Family of Systems (MEGFoS). The purpose of this Industry
Day is to determine the level of industry interest in Research and Development (R&D) projects that
involve future contract opportunities to deliver the initial Dismounted and Mounted MEGFoS variant
designs and prototypes. The Dismounted variant will be comprised of two version: a) Dismounted
Backpack (D-BP) and b) Dismounted Small Form Factor (D-SFF). The MEGFoS Industry Day Event is
UNCLASSIFIED. The event will be held at the Marine Corps Base Quantico Officers Club, 3017 Russell
Rd, Quantico, VA 22134. A Microsoft TEAMS link will also be offered to interested attendees contingent
upon appropriate Government vetting and accepted attendee resources.

This industry day invitation is issued solely for information and planning purposes as part of Marine
Corps market research; it does not constitute a Request for Proposal. No solicitation document exists and
a formal solicitation may or may not be issued by the Government as a result of the industry day
proceedings, questions, or Government responses. The Government will not be liable for any expenses
associated with individual or corporate attendance of this industry day event, nor is the Government
obligated in any manner based on any submitted question, answer, or response submission.

The information obtained through this industry day event may be used by MCSC in developing a future
Acquisition Strategy, Performance Work Statement (PWS), Statement of Objectives, or Performance
Based Specifications.

The information provided in this industry day announcement and event is notional and may change. The

EXECUTIVE SUMMARY
The MEGFoS is a distributed network of multi-function Electromagnetic Warfare (EW) ground nodes
operating across an Internet Protocol network. MEGFoS exchanges data with other Electromagnetic
Spectrum Operations systems. Although MEGFoS will be employed throughout the Fleet Marine Force,
the largest number of systems will be employed by the ground combat element. MEGFoS will support
functions including EW in support of Fires and Maneuver, Force Protection, Spectrum Management, and
Battlespace Awareness.

PROGRAM SUMMARY
To reduce development costs and time, MEGFoS will employ Modular Open Systems Approaches
(MORA). The Team Portable and Mounted variants will utilize Command, Control, Computers,
Communications, Cyber-Defense, Intelligence, Surveillance, and Reconnaissance/Electronic Warfare
(C5ISR/EW) Modular Open Suite of Standards (CMOSS), Sensor Open Systems Architecture (SOSA),
Vehicular Integration for C4ISR/EW Interoperability (VICTORY) – for vehicular configurations, Versa

Module Eurocard Bus (VME BUS) International Trade Association (VITA) 49.2 (also known as VITA
Radio Transport Protocol), and related standards. If technically feasible, the Dismounted variants will also
use the aforementioned standards, where applicable. All MEGFoS variants will achieve interoperability
via integration with the SSF or future EBM system and commonality of data and information standards.
As these standards are governed by consortia comprising government, industry, and academia MEGFoS
will leverage the investment of others while materially contributing to the development and advancement
of technologies that will benefit not only the Marine Corps, but the Department of Defense as a whole. As
appropriate, MEGFoS should be leveraged and/or integrate applicable technologies developed or
currently under development by entities such as Defense Advanced Research Projects Agency, Office of
Naval Research, the Joint Capability Technology Demonstration Office, and others.

DESCRIPTION
MEGFoS will consist of three categories of variants: Team Portable, Dismounted, and Mounted. Each
category of systems may consist of one or more sub-variants. The Team Portable system, which is
undergoing Rapid Prototyping in preparation for Rapid Fielding, will be capable of providing fixed and
remote site operation while providing greater receive and transmit range capability and allowing operators
to control the system from remote locations. The Dismounted system will provide EW capabilities down
to the squad and fire team levels, striking a balance between advanced capabilities and minimizing Size,
Weight, and Power (SWaP) impacts. The Mounted variant will be integrated into a wide variety of
tactical vehicles and vessels, enabling motorized formations and logistics support, rear area security
operations, and maritime operations. It will mount to mobile platforms including but not limited to:

 High Mobility Multi-Wheeled Vehicle (HMMWV)
 Light Armored Vehicle (LAV)
 Amphibious Reconnaissance Vehicle (ARV)
 Armored Combat Vehicle (ACV)
 Medium Tactical Vehicle Replacement (MTVR)
 Ultra-Light Vehicle (ULV)
 Ultra-Light Tactical Vehicle (ULTV)
 Logistics Vehicle System Replacement (LVSR)
 Long Range Unmanned Surface Vehicle (LRUSV)

Via its modular open systems approach and inherent networking capability, MEGFoS will support
Electronic Attack (EA), Electronic Support, Electronic Protection, and Defensive EA (e.g., Counter-small

Unmanned Aircraft System (UAS) and Counter Radio-Controlled Improvised Explosive Device
RCIED)).
The MEGFoS variants will inherit technologies from the MEGFoS Lead System Integrator and
Government Project Office. Any deviation from Team Portable will be assessed for one-off application to
this variant.

While individual Dismounted MEGFoS units, including SFF versions, will not perform all the required
capabilities at any given time or at all times, the combined family of systems will have the ability to
perform those capabilities.

QUESTION AND ANSWER SESSION
During the lunch break, within the first 30 minutes of the lunch period, prospective industry partners are
encouraged to write down anonymous questions they may have and submit them to the MEGFoS
Government team. Following the lunch break, the MEGFoS Government team will read the question
aloud for the participants and answer as many questions as time allows and as appropriate, before the
event concludes at 1700 hrs. All questions submitted will be combined into complete collections of
questions and answers and distributed to all participants after the event.

Prospective industry partners are encouraged to ensure their questions are focused on technical
capabilities and relevance to this competitive procurement regarding how their capabilities might meet
MEGFoS requirements, rather than asking about general business development opportunities. Attendees
shall not distribute printed materials during the Industry Day Event and no printed materials will be
retained by the Government representatives.

Participation in the Industry Day is not a prerequisite for submitting any future proposal, however, it will
provide a valuable opportunity for questions and answers. Those who wish to participate may register
