Classified Conference Space Services (CCSS)


The Los Angeles Air Force Base (LAAFB) Space Systems Command (SSC) is seeking information from interested contractors for our Rental/Lease of Classified Conference space services.  This will support the installation for Industry Days on an as-needed monthly bases. Specific requirements are identified in the attached draft Performance Work Statement (PWS).

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, LAAFB is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the US Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Participation in this RFI does not preclude participation in any future RFP, if any is issued. If an official solicitation is released, it will be synopsized on with the title RFI – LAAFB Local Telecommunication Services. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to the requirements.


The Cross Mission Ground & Communications Enterprise (ECX) within Space Systems Command (SSC) provides satellite command & control and data transport services to the United States Space Force (USSF) in support of global military operations. With a wide range of strategic and operational objectives, the communication of organizational direction, goals, and current status with other government entities and industry partners is critical. The various SSC corps need to conduct monthly conferences and industry days but high-capacity classified spaces purpose-built for conferences do not currently exist at Los Angeles AFB. This Statement of Work (SOW) identifies the Contractor facility and service requirements of the desired classified conference space.

The government is interested in finding a best value in providing dedicated dates at an existing facility within a five mile radius of SSC El Segundo, California as well as corresponding services to support SSC conferences and industry days on a monthly basis. In addition, the government hopes to receive feedback on changes that industry believes should be incorporated into the PWS. As a part of the RFI, the government encourages the respondees to identify or suggest improvements to existing CCSS processes, operating procedures, systems, or applications.

Security Requirements: Information provided will be at the UNCLASSIFIED level. A future addendum may be supported at higher classification levels through necessity and require coordination with the Government.

Requested Information

When responding to the RFI, please:

Describe your company’s background, competencies, capabilities, relevant programs, as it relates to the LAAFB CCSS requirement.

Provide a working solution and/or recommended approach to fulfilling the requirements identified in the PWS including any infrastructure upgrades required to support the recommended solution.

Identify recommended changes to the PWS.

Provide ballpark estimated cost for the solution provided.

Identify Classified Conference Space daily prices for multiple year contracting agreement in which will include option year price list subject to change on the onset of annual review.

The response must also include a list of people within the respondent company that the ECX team may contact if they have any questions regarding the submitted response. The contact information should include: the author’s name, telephone number, email address, and company affiliation/title.

Section 1 of the white paper shall provide administrative information and shall include the following as a minimum:

Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point(s) of contact.

Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business).

Applicable North American Industry Classification System (NAICS) Codes: 531120 "Lease/Rental of Conference Space and Facilities"

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions apply. The number of pages in Section 1 of the white paper shall not be included in the 15-page limitation, i.e., the 15-page limitation applies only to Section 2 and beyond.

Industry Discussions

LAAFB representatives may or may not choose to meet with respondees for follow-on discussions. Such discussions would only be intended to get further clarification and understanding of potential details of cited experience, and/or pros/cons/risks of implementing certain standards across the enterprise.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide recommendations on modernizing the Local Telecommunication Services (LTS) infrastructure as well as providing essential LTS services to LAAFB. The information requested in the RFI is subject to change or modification and is not binding on the Government. The Government has not made a commitment to procure any items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
