SUBJECT: Golf Cart Maintenance Industry Day Announcement

1. The Warner Robins Air Logistics Center is hosting an Industry Day on 23-February-2010, to solicit
feedback from interested industry representatives regarding an initiative by the 402d Maintenance
Wing to acquire maintenance and support for Golf Cart Maintenance. Contractor shall provide all
personnel, equipment, vehicles, tools, materials, supervision, and other items and services necessary
and at the required frequency, unless otherwise stated in the PWS, to maintain and support
approximately four hundred (400) golf carts for the 402d Maintenance Wing. With the exception of
disabled golf carts, all maintenance and support shall be conducted at the contractor's off-base
facility or on site using mobile repair vehicle. This requirement will have a Basic period of
performance of One (1) Year and Four (4) out-year Options.

2. Your company has been identified through our market research activities as a potential business
interest in this unique marketplace. We welcome collaboration with industry to critically review our
requirements and discuss mutual issues and concerns relative to our technical requirements and
acquisition strategy approach. On the morning of the first day we will convene an open session for
general discussion on issues and concerns. Beginning that afternoon and continuing into the next
morning we will schedule one-on-one sessions with each vendor interested in discussing specific issues
and concerns relative to their company’s interests. Each vendor will be allowed 10 minutes of discussion
time for the closed sessions. Additional session time will be allocated for government posed questions.
Sessions will be scheduled on a first come-first-served basis.

Venue and associated information regarding base access, parking, and local area information or to
schedule a one-on-one session with the government team. Due to the expected level of interest in the
program, we are limiting company participation to just two representatives each. All interested parties
should contact Mr Saunders no later than 9 February 2010 due to Base security access requirements.

GENERAL CONFERENCE INFORMATION

Base Access
All industry day participants who do not currently have access to Robins Air Force Base must register
at our Visitor Control Center located directly outside the Main Gate on Hwy 247. The Main Gate is
located just south of the Command Building with the F-15 Eagle on display in front. Watson
Boulevard will take you directly into the Main Gate. Stay in the right hand lane as you cross HWY
247 and it will provide you access to the Visitor's Control Center. If you need to make arrangements to
have one of our team members meet you at the Visitor Control Center and assist you with the
registration and escort process please contact us well in advance prior to the day of your arrival. All
contractors requiring a temporary base pass may require escort to the conference area depending upon
current defense conditions and alerts. All contractors requiring the temporary base pass are requested
to be in place at the Visitor Control Center no later than 7:30AM on the morning of the event to meet
your escort.

Be advised that all participants must show a picture ID to obtain access to the base. All rental car and
personal vehicle drivers must provide proof of liability insurance to obtain a car pass for Robins AFB.
Please note that rental car users who have declined the liability insurance offered through the rental car
agreement must show evidence that they are covered through a personal liability insurance policy.
Failure to provide proof of insurance will be cause to deny entry of that vehicle on Robins AFB.

Government Note: The Visitor’s List for base access has to be sent to Security Forces two weeks in
advance of the meeting and has to be sorted by last name and three copies (triplicate). It can be in an
excel spreadsheet or letter format.

Conference Room Location
The Decision Support Center is located in Building 255 (directly on your right as you pass through the
Main Gate. Enter through the double glass doors across the street from the large wooden gazebo and
proceed down the hall under the staircase to the second door on your left. Enter through the door and
the conference room is located directly ahead of you about 10 yards. Parking is usually available
directly across the street. If that lot is full there is an overflow lot (one block south) in front of the
Security Police Building 263. A base map can be found in the Robins Guide located on the Robins
Public Homepage.

Presentation Material
All overhead briefings to be presented in the Decision Support Center must be compatible with the
Microsoft Office Suite 2003. Presentations must be provided on a standard memory stick compatible
with desktop PCs.

STATEMENT OF WORK
GOLF CARTS MAINTENANCE

SECTION I
DESCRIPTION OF SERVICES

1.0 Contractor shall provide all personnel, equipment, vehicles, tools, materials, supervision, and other
items and services necessary and at the required frequency, unless otherwise stated in the PWS, to
maintain and support approximately four hundred (400) golf carts for the 402d Maintenance Wing
(402 MXW). With the exception of disabled golf carts, all maintenance and support shall be
conducted at the contractor's off-base facility.

1.1 Regularly Scheduled Maintenance- All golf carts will be placed on a semi-annual schedule of

preventive maintenance by the government. Golf carts received by the contractor for this action shall
be serviced and returned within two working days. No more than 4 golf carts per 20 working days
shall exceed the 2 day PMI maintenance and no golf carts shall exceed 4 working days. The
contractor will perform golf cart maintenance and repair in accordance with locally developed golf
cart Job Plan55(see Appendix 2) and manufacturer’s specifications. After servicing, the contractor
will annotate the work order and Job Plan55and notify government POC that the respective golf cart
is ready for pickup.

1.2 Non-Scheduled Maintenance- Should a golf cart become disabled, the contractor will respond to the
aid of the golf cart to include recovery/wrecker service as required within four hours after condition
is reported during the hours of 0600-1500, Monday through Friday.

1.3 Over and Above - Major maintenance and repair to be performed, such as, but not limited to, engine
repair/replace, transmission repair/replace, axle repair/replace, etc. shall be validated by the program
management office (PMO) and approved by the CO before the service is begun. Contractor shall also
obtain validation by the PMO/approval by the CO, for the purchase of non-routine materials not
inclusive on Job Plan55.

1.4 Warranty Work The contractor shall be responsible for scheduling manufacturer’s warranty work or
ensure work to be accomplished by another certified vendor. Arrangements for pick up and return of
scheduled carts by other vendors shall be accomplished by the contractor.

1.5 IAW DoDI 3020.37 Continuation of Essential DOD Contractor Services during a Crisis IAW DoDI
3020.37, Continuation of Essential DoD Contractor Services during a crisis does not apply to this
effort as determined by the FC/FD.
