The Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO) Cybersecurity Statutory Authority Program Office (CSAP) is soliciting input and feedback on draft requirements for the implementation and operation of its new cybersecurity-focused personnel system, the Cybersecurity Talent Management System (CTMS). This initiative, authorized by the Border Patrol Agent Pay Reform Act of 2014, aims to modernize the civil service for cybersecurity work by introducing alternative methods for defining jobs, hiring, and compensating employees. DHS is seeking innovative approaches to quickly address cybersecurity staffing needs through CTMS.
The objectives of this industry day presentation include support for the design, launch, and refinement of CTMS, development of employment branding and marketing materials, and enhancement of talent acquisition strategies to ensure a sufficient pipeline of cybersecurity talent. Skills sought from vendors include expertise in HR practices across federal government and private industry, experience in recruiting and retaining cybersecurity talent, and knowledge of federal approval processes for communication materials. The program is expected to evolve over multiple years and will focus initially on talent requirements in the Washington, DC area before expanding nationwide. Success measures include improved performance metrics associated with cybersecurity talent, sustainable CTMS processes, transparent communication throughout the employee lifecycle, and increased awareness of cybersecurity opportunities at DHS.
