MHS Transition Overview
The MHS has been undergoing a massive transformation to transfer all DoD Military Hospitals
and Clinics from the MILDEP Medical Departments to DHA, with the goal of creating an
integrated system of readiness and health care.
The MHS transition began in 2018 per NDAA 2017
702. Under it, the DHA assumes responsibility and
accountability for the administration and management
of MTF operations, in accordance with law, regulations,
policies, and procedures.
Key priorities include:
o Improving clinical quality and patient experience at DoD
Military Hospitals and Clinics
o Advancing the DHAs support of military medical readiness
o Standardizing enterprise functions and best practices

FY20 Progress to Date
Key Accomplishments
Successfully established first four markets: National Capital
Region, Jacksonville, Central North Carolina, and Coastal
Mississippi
Established Direct Support Relationships with Army, Navy, and
Air Force through Memoranda of Agreement to mitigate
transition risk
Executed a DHA Command Post Exercise, Staff Exercise,
workshops, and Rehearsal of Concept Drills to train and test
DHA operations
Completed two Transfer of Function (TOF) Rehearsal of
Concept (ROC) Drills with Army
Established the Transition Program Management Office
(PMO) to manage further establishment of the market
construct
Assumed ADC of all United States DoD Military Hospitals and
Clinics, per October 2019 DepSecDef Memo
Supported a rapid and joint response to COVID-19 pandemic
across the US-based DoD Military Hospitals and Clinics under
DHA ADC

As the COVID-19 pandemic continues to develop, and the DHAs response continues to
evolve with it, our priorities must be shifted.
Strategic Pause in Transition Initiatives: In an April 2 memo, the DHA implemented
a 90-day pause for transition initiatives, with assessments every 45 days to evaluate a
restart. The DHAs criteria for a resumption of key DHA enterprise and functional
initiatives is based on DoD Military Hospitals and Clinics/market staffing levels, health
protection conditions (HPCON) level, and DoD guidance.
DHAs Top Three Priorities During COVID-19: Protecting the DoDs people,
maintaining military readiness, and supporting the whole-of-government interagency
response.
Key Impacts: The strategic pause directed a 90-day delay in the establishment of Wave
1 markets and Small Market and Stand-Alone MTF Office (SSO), allowing MILDEPS and
the DHA to focus on the DoDs COVID-19 response.

Coordinated Market Response
The National Capital Region (NCR) Market transitioned under the DHA in early 2020,
prior to COVID-19. As an established market, the NCRs response to the pandemic
demonstrated the benefits of a coordinated and integrated MHS.
The NCR Market responded quickly and effectively to the
health care needs of patients
Ensured patients continued to receive quality care by standing
up screening tents, establishing new visitation policies, and
creating curbside pharmacies.
Standardized COVID-19 testing and logistics support
throughout the market to conduct tests safely and efficiently.
Communicated logistics cross-level so that each DoD Military
Hospitals and Clinics had critical supplies readily available.
Shared public health practices and lessons learned.
