TSAhasestablishedtheCPSSProgramtoqualifyComputedTomography(CT)systemsforuseat
airportpassengerscreeningcheckpointsnationwide.FortheCPSSProgram,TSAhasappliedan
incrementalapproachtodeploythisnewtechnology.ThisIndustryDayofferstheopportunityto
introducetheCPSSInc.2executionstrategytoindustry.

5.0RequiredCriteriaforAttendance

ParticipationinthisIndustryDayislimitedto(a)currentCTmanufacturers;(b)potentialCT
manufacturers;and(c)thirdpartyorganizationswithrelevantexperienceinalgorithmdevelopmentand
integration.

Tobeconsideredforattendance,eachcompanymustsubmitalistofprojectsrelevanttoCTproduction
oralgorithmdevelopmentthathavebeensuccessfullycompletedwithashortsummaryofeach,and/or
anyotherrelevantinformationthatwillshow(a),(b),or(c)above.

Thetotalpagecountfortheprojectlistandsummaryshallnotexceedone(1)page.Inaddition,
individualsrequiringparticipationintheIndustryDaywillneedtodeclarewhatcompanytheyare
representing.

6.0SecurityRequirementstoAttendance:

Aspartofthisevent,theTSAintendstoreleasethedraftCPSSInc.2FRD,whichisaSensitiveSecurity
Information(SSI)document.Thegoalofsharingthisdocumentistoensurethatindustryisawareofthe
revisionsmadetothedraftFRD.BecausethisdocumentisclassifiedasSSI,thoseinterestedinviewing
theseupdatesmustsatisfythefollowingrequirementspriortoreceivingthem.Onlythoseparticipants
whoarevettedandacceptedbytheTSAmayparticipateinthisIndustryDay.

TheprocesstogainaccesstoSSIisasfollows:

ParticipantsmustobtainspecificauthorizationtoobtainSSI.SSIwillnotbeavailableorotherwise
providedordisclosedtoanypersonnotspecificallyauthorizedtoreceiveit.SSIprovidedpursuantto
thisIndustryDayeventmayonlybeusedtosatisfyrequirementsforparticipatinginthisevent.

A. SeniorCorporateOfficial.Eachparticipant(andsubcontractor/teammember)mustseparately
designateinwritingtotheTSAContractingOfficerasingle,corporateofficialwhowillserveas
thesinglepointofcontactforsensitiveinformation.Thisindividualmustcertifythatall
appropriateprotectionswillbefollowed,onlyauthorizedindividualswillhaveaccesstosensitive
information,andthatthoseindividualsadequatelyunderstandtheirresponsibilitiestoprotect
thisinformation.ThisofficialmustalsocertifytotheTSAContractingOfficerevery60daysthat
allappropriateprotectionshavebeenfollowed,onlyauthorizedindividualshaveaccessto
sensitiveinformation,andthatthoseindividualswithaccessadequatelyunderstandtheir
responsibilitiestoprotectthisinformation.Acopyofthiscertificationshallalsobeemailedto
RFP.Access@tsa.dhs.gov.ThisofficialwillalsoensurethattheTSAContractingOfficerisnotified
ofstaffingchangesorcircumstancesinwhichindividualsnolongerneedaccesstoSSI
information.

B. ParticipantResponsibility.TSAwillreviewtheSystemforAwardManagement(SAM)toensure
thatthecorporateentitywouldnototherwisebeprecludedfromreceivingacontractaward.

WhilethisreviewdoesnotreplacetheresponsibilitydeterminationrequiredbyFARpart9,it
mayprohibitparticipantsfromreceivingSSIduringthepresolicitationphase.

C. CriteriaforRelease.AspartofthisIndustryDay,SSImayonlybeaccessedbyindividualswho

havesuccessfullypassedaSecurityThreatAssessment.Thisassessmentmayincludea
verificationofsitefacilityclearanceintheNationalIndustrialSecurityProgram(NISP),
contractorsuitabilitydeterminationorotherfederalbackgroundinvestigation,individual
securityclearance(s),andifrequired,acriminalhistoryrecordscheck(CHRC)and/oracheck
againstterrorismorotherdatabases.

D. InformationRequirements.Consistentwiththecriteriaforreleasedescribedabove,any

IndustryDayparticipantsSeniorCorporateOfficialsmustprovidetheappropriateinformation
totheTSAasidentifiedbelow.Notethatthisrequirementapplieslikewisetoanyprospective
subcontractor,jointventurepartner,orteamcompanywhoseaccesstothespecifiedSSIand
subsequentinputintoaplannedproposalisnecessarytoprepareandcompletetheproposal.
AllinformationmustbeemailedtoRFP.Access@tsa.dhs.gov.Thisinformationwillbehandledin
accordancewiththeapplicablePrivacyActSystemofRecordsNotice(SORN),DHS/TSA002,
TransportationSecurityThreatAssessmentSystem(TSTAS),notedinParagraphF,below.

a. SeniorCorporateOfficialsshallprovidetheTSAContractingOfficer,viaemail,withthe
CAGEcodeoftheparticipantsfacilitythatwillmanagetheSSI,companyUEInumber,
andaddress;and

b. SeniorCorporateOfficialsshallprovidethefollowinginformationforallemployeeswho

requireaccesstoSSIinasinglepasswordprotectedMicrosoftExcelspreadsheet
emailedtotheTSAContractingOfficer.Thepasswordforthepasswordprotected
spreadsheetshallbesenttotheContractingOfficerinaseparateemail,atthesame
time.

WhilenotrequiredintheoriginalinformationprovidedbytheSeniorCorporateOfficial,itshouldbe
notedthatinrareinstancesSocialSecurityNumbersmayberequiredforindividuals.Inthoseinstances,
theSeniorCorporateOfficialwillreceiveanemailfromRFP.Access@tsa.dhs.govrequestingtheSocial
SecurityNumberfortheselectindividualsandtheSeniorCorporateOfficialwillprovidetherequested
informationbacktoRFP.Access@tsa.dhs.govinapasswordprotecteddocumentusingthesame
passwordpreviouslyprovided.

E. PrivacyActStatement.TheTSAwillusetheinformationprovidedtoconductasecuritythreat
assessmentonindividualswhoseekaccesstoSensitiveSecurityInformation.Theinformation
willbesharedwithinDHSwithpersonnelwhoneedtheinformationtoperformtheirofficial
