Summary
This statement of work (SOW) is issued by the U.S. Government Publishing Office (GPO) for a blanket purchase agreement (BPA) aimed at providing contracting and acquisitions training.
The GPO's Workforce Development, Education, and Training (WDET) division seeks to partner with a training vendor to deliver high-quality courses that align with the Federal Acquisition Institute’s mandatory courses for Federal Acquisition Certification in Contracting (FAC-C) professional. The training will accommodate up to 30 students per class and is designed to enhance employees' understanding of federal acquisition processes and their responsibilities in contracting roles.
The contract will be structured as a firm fixed price (FFP) arrangement, with a performance period spanning from October 1, 2025, to September 30, 2028, including two option periods. The contractor is responsible for developing customized instructor-led training (ILT) and virtual training sessions, ensuring that course content includes differences between the Federal Acquisition Regulation (FAR) and GPO's Materials Management Acquisition Regulation (MMAR).
Additionally, the contractor must submit instructor resumes demonstrating relevant qualifications and experience, as well as ensure that all training materials are delivered to GPO at least two weeks prior to the scheduled classes.
Key requirements include adherence to GPO policies regarding inclement weather and emergency situations affecting training schedules. The contractor must also engage in ongoing communication with GPO regarding any changes or issues related to course delivery.
GPO retains the right to review all training materials prior to delivery and approve instructors after contract award. This SOW outlines the collaborative responsibilities of both GPO and the contractor in ensuring effective training delivery while maintaining compliance with federal regulations.
