DESCRIPTION
The Missile Defense Agency (MDA) develops an integrated Missile Defense System, integrating land, sea, air, and space-based assets to defend the United States, deployed forces, NATO Allies and Partners from missile attacks. As the integrating element, Command and Control, Battle Management, and Communications (C2BMC) is at the core of the Missile Defense System. As a subsystem of C2BMC, the CODDS provides the Combatant Commander with a Missile Defense System capability to collaboratively plan, coordinate, assess, optimize, and integrate High-Demand / Low-Density missile defense resources to defend the United States, US deployed forces, US allies, and friends against all ranges of missiles in all phases of flight. The CODDS delivers the capability to perform pre-mission analysis to determine optimized asset pairings for efficient and effective missile defense, and it initializes operational C2BMC suites with validated Defense Design Data and supports Force Level planning processes.
CODDS INDUSTRY DAY
The Government will solicit this procurement as a Small Business Set-Aside. In support of satisfying the requirement, the MDA will host a Classified Industry Day on April 5, 2023, in Huntsville, Alabama (Redstone Arsenal). The purpose of this Industry Day is to provide an orientation of the CODDS, its mission, and information related to the solicitation in a conference style presentation in the morning. The Industry Day will also offer the opportunity for potential Prime Offerors to ask questions in one-on-one sessions in the afternoon. A draft agenda is attached to this announcement.
The MDA provided draft Request for Proposal (RFP) HQ0852-23-R-0004 documents with this Industry Day announcement to provide interested industry partners the opportunity to provide feedback before the final RFP is released in the second quarter of CY 2023. Details about providing feedback are listed below.
Paper copies of the draft and final RFP will not be issued. All draft and final RFP announcements may be accessed electronically only via the SAM.gov website. Instructions needed to access the CODDS Bidder Library are listed at the end of this announcement.
Offerors are responsible for routinely checking the SAM.gov website for any possible RFP announcements that may be issued.

Registration Details:
In order to attend the Industry Day Event, interested participants must complete and submit the Industry Day Registration Form (attached) via email to MDA-CTB-BC-Orgbox@mda.mil no later than 1700 CDT March 20, 2023. The email subject line shall state RSVP CODDS Industry Day Event. Each prospective prime offeror must provide the following information with its RSVP:
Name and information of no more than four personnel per company (inclusive of Business Units and potential subcontractors)
Identify intent to participate as either prime, subcontractor, or joint venture; and request a one-on-one session, if desired. One-on-one sessions will be available for potential prime offerors in 30 minute increments, first come, first served in the order received. See registration form.
An email confirmation will be sent by the C2BMC Contracting Office verifying successful receipt of registration along with a detailed industry day agenda including the industry day schedule, maps, and directions. Receipt of registration documents does not guarantee clearance to attend this event.
Each person attending Industry Day must provide one form of valid US government issued photo identification and sign-in to the facility upon arrival. Acceptable forms of photo ID include the following: US Driver's licenses or other state photo identity cards issued by Department of Motor Vehicles (or equivalent), US passport or US passport card, US DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST), U.S. Department of Defense IDs, US State-issued Enhanced Drivers License, Federally recognized tribal-issued photo ID, US Transportation worker identification credential (TWIC), and US Merchant Mariner Credential. Attendees should be prepared to wear a face covering if required based on the CDC COVID-19 Community Level.
The Government will not assume liability for costs incurred by an attendee. All costs associated with attending this Industry Day Event will be solely at the attending party's expense. Non-Common Access Card (CAC) holders will be provided base access instructions. Personal electronic devices, to include but not limited to: cameras, cell phones, smart watches/fitness trackers, photographic equipment, recording devices, wireless headphones, thumb drives, and computer drives are prohibited from being brought into the presentation center. Visitors are reminded that all bags and packages brought into the facilities are subject to inspection at all times by access control personnel. Attendees should arrive at the Von Braun II facility at 7:30AM CDT on the day of the event to ensure time for check-in and badging prior to entering the facility.
Visit Authorization Request (VAR) Processing Instructions:
As part of the pre-registration process, MDA requires all industry participants to have a Visit Authorization Request (VAR) on file with MDA to participate in the event. Any person attending Industry Day Event and One-on-one Session must, at a minimum, have a US SECRET security clearance.
VARs must be sent NLT March 20, 2023 via the Defense Information System for Security (DISS) to SMO Code: DDAAUH. The individuals name, company name and phone number shall be included in the VAR submission. The date of the visit shall be April 5, 2023 and the POC is Adin Kern, MDA-CTB-BC-Orgbox@mda.mil. VAR submissions after March 20, 2023 may result in personnel not being cleared to attend the Industry Day Event. There will be no day-of processing by the MDA security office.
CODDS ELIGIBLE FOR AWARD
Offerors are notified that in order to be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://www.sam.gov. If you are interested in saving searches, following contract opportunities, requesting secure documents, or signing up for an Interested Vendor List, you will need a login.gov account in SAM.gov.
Prime Offerors must have a Facility Clearance of Secret in order to be granted access to the Bidder Library and to be eligible for award.
FOREIGN OWNERSHIP EXCLUSION:
Companies under foreign ownership, control, or influence (FOCI) will be excluded from contract award unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government.
Companies under FOCI are excluded from receipt of any CODDS documentation and excluded from responding to this RFP unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government. GWS documents contain technical data related to a launch-system control device covered by the Missile Technology Control Regime (MTCR) Annex, Category II, Items 9 and 12. IAW 22 Code of Federal Regulation (C.F.R.) Appendix Supplement 1 to Part 126, the exemptions in 22 C.F.R. sections 126.5, 126.16, and 126.17 are not applicable to defense articles and related technical data covered by the MTCR Annex.
ACCESS TO CODDS BIDDER LIBRARY
The CODDS Bidder Library, including classified and unclassified documents, is available to interested parties upon request. The CODDS Bidder Library contains detailed compliance and reference documents needed to fully comprehend the CODDS requirements.
Access to the CODDS Bidder Library is restricted to Offerors that are cleared by MDA Contracting and Security Officials. Dissemination by Prime Offerors to subcontractors will be in accordance with the CODDS DD Form 254, which MDA will provide upon access approval. Subcontractor access is the responsibility of the Prime Offeror. In order to receive the classified documents, the respondent requires a facility security clearance of no less than SECRET. This requirement shall be flowed down from the Prime Offeror to all subcontractors prior to dissemination of information. Potential Prime Offerors and respective subcontractors shall only use the information covered by these access instructions to prepare an offer on the CODDS acquisition and destroy the information at the conclusion of proposal activities.
For access requests to the CODDS Bidder Library, Offerors must complete the Document Access Agreement and Request Form and the Contact Information Form. Please return the completed forms to the Unclassified CODDS Email Account (MDA-CTB-BC-Orgbox@mda.mil).
DRAFT RFP FEEDBACK
The MDA will consider industry feedback to draft RFP documents before the final CODDS RFP is released.
