Work Services Categories (WSC)

Work Services Categories define a broad scope of work.

1. WSC vs. Mission Areas.
2. Prime Vendors must be able to demonstrate their ability to

meet the entire scope of Clover.
3. WSC vs. Labor Category or Job Title.
4. Unique requirements for each position will be defined in the

SoW.

5. Each WSC has five (5) skill levels which allows for a unique

pricing strategy for each category.

Note: Work Service Categories allow for flexibility in meeting
requirements by removing the typecasting of a position
name or job title.

Work Service Categories (WSC) provide flexibility to meet
requirements by removing typecasting of a positions title.

1. Lifecycle Acquisition Management Support Services

This service category includes, but is not limited to: tasks associated with contracting activities,
program office management, and all activities associated with planning and managing source
selections; providing advice on the management, operations, and implementation of existing
programs and contracts, and advisory support of new requirements.

2. Financial Management Support Services

This service category includes, but is not limited to: all activities associated with the Planning,
Programming, Budgeting, and Execution (PPB&E) cycle as well as guidance of the financial
activities for the agency.

3. Strategic Business Management Support Services

This service category includes, but is not limited to: activities associated with the strategic
business operations for the agency.

Skill Levels: Experience requirements for each Skill Level are the same for
each WSC, but associated labor rates may not be the same. A set number
of years of experience does NOT dictate a persons capabilities. Instead,
we have identified outcomes and tasks expected for each Skill Level.

Description

Full Performance

Work at this level involves an extraordinary degree of
specialized knowledge or expertise to perform highly
complex and ambiguous assignments that normally
require integration and synthesis of a number of
unrelated disciplines and disparate concepts.

Recognized as an authority who has led working
groups, developed new technological, analytical or
operational methods. Applies methods across
multiple disciplines of the WSC to address problems of
a critical nature.

Work at this level involves a wide range of complex
assignments and non-routine situations that require
extensive knowledge in the specialty discipline.
