Is the Measurement Assurance Program / Processes developed by the government or the
incumbent contractor?
The calibration program and processes for Johnson Space Centers Metrology Standards and
Calibration Laboratory (MSCL) are owned and developed by the government. The contractor
develops the specific calibration procedures for the lab.
Does NASA or the incumbent contractor hold the ISO 17025 & ANSI Z540.3 accreditation
for the labs?
The accreditation is issued to the MSCL. The contractor is required to maintain the
accreditation.
Are all measurement areas within scope of the ISO 17025 & ANSI Z540.3 accreditation?
Most measurement areas are within the scope of ISO/IEC 17025:2017, ANSI/NCSL Z540-1-
1994 (R2002), and ANSI/NCSL Z540.3-2006 (R2013). Please refer to the draft RFP once
released.
Q4: Will the government provide a copy of the Scope of Accreditation or identify the
organization(s) that completed the assessment so offerors can conduct their own search?
Recent MSCL accreditations have been provided by the ANSI National Accreditation Board
(ANAB). Current accreditation certificates for the Johnson Space Center are available on
their website.
Does the MSCL place an emphasis on automated calibrations? If so, does NASA use a
home-grown system or a COTS solution (i.e., Met/Cal)?

Q6: What type of calibration procedures are predominately in use? (i.e., 33K, NAVAIR, etc.)
Most procedures used are derived from general manufacturing procedures. Please refer to the
draft RFP once released.
Approximately what percentage of the estimated 15,000 calibrations/year also require repair?
The MSCL does not perform repair of customer equipment.
Do the calibrations require Uncertainty Analysis documentation, calibration reports with each
as found- as left data?
Yes, the calibrations require documentation and reports.

Q9: Will the government provide a workload distribution between Mechanical and Electronic
calibration actions? And a comprehensive MTE Inventory?
The requested workload distribution information is not currently available. A calibration
inventory will be provided by the government. Please refer to the draft RFP once released.
Q10: Of the 10% required onsite MTE calibrations, what percentage is located at the White Sands
Test Facility? Are the White Sands MTE on a planned Annual or Semi-Annual type visit
schedule?
The MSCL does not currently perform calibrations for equipment for White Sands Test
Facility.
Is the current certification good through the end of the current contract?
The current ISO accreditation certificate for the MSCL extends beyond the end of the current
CAMS III contract. Please refer to the draft RFP once released for requirements regarding
accreditation.
Is the contractor required to maintain the lab accreditation, or does the contractor just
maintain the governments accreditation?

Is the accreditation funded by the government, or is the contractor required to provide the
funding for that?
Maintenance of the MSCLs accreditation is part of the work that the contractor provides
under the current contract. No changes are currently planned for this requirement in the
CAMS IV procurement.
Q15: We have developed an apprenticeship training program. Could this be something that is
requested in your proposal?
The Government will not discuss speculation on what we may be looking for in proposals.

Q16: Would it help if we provided verbage to you about our apprenticeship training program?

Q17: Will there be opportunity for a site visit prior to proposal submission?
So far we have not planned for a site visit due to the COVID-19 pandemic. If this changes,
we will post a notice on the CAMS IV website and beta.SAM.gov.

Is the posted acquisition timeline firm?
The posted acquisition timeline is preliminary. We are working toward that timeline, and we
anticipate only minor changes to it in the future.
Q19: Considering the current capabilities provided at the JSC lab, and given that a site visit may
not be possible, would you consider publishing more in-depth photos that cover all of the
work areas?
The Government does not plan on publishing any additional MSCL photos at this time.

Q20: Regarding the IDIQ task orders, are you currently servicing commercial customers or just
government customers? We are aware of other labs that are now providing service to
commercial customers.
The MSCL is not currently servicing commercial customers.
Q21: How do we send you information for inclusion in your database?

I have a calibration device I would like to make known, is there any way we can share this
information?
This is not something we are procuring at this time. Please monitor beta.SAM.gov for future
opportunities.
