Industry Day Overview:
Program Executive Office Unmanned and Small Combatants (PEO USC) (Mine Warfare Program Office (PMS 495)) plan to host an Industry Day on 23 March 2020, to discuss the NAVSEA requirements for the design, development, and production of the Hammerhead.
The purpose of this Industry Day is to improve Industrys understanding of how the Hammerhead Program fits into the Chief of Naval Operations, Undersea Warfare Directorates Undersea Capability Evolution Plan for transforming the undersea force. The objective of Industry Day is to provide Government information and solicit industry feedback to accelerate the design, development, and production of the Hammerhead.
This Special Notice is for information and planning purposes only and shall not be construed as a solicitation for proposals, proposal abstracts, proposal quotations, or as an obligation on the part of the Government.

On 21 November 2019, the Government issued a sources sought/request for information via Beta.Sam at https://beta.sam.gov.
Hammerhead Industry Day will provide an overview of the Hammerhead Program vision and objectives; the program schedule; the concept design plan; the contracting, competition, and business strategy; and the engineering/technical requirements and objectives.
Contractors with an approved Terms of Use (TOU) agreement and completed Industry Day Registration Form will be provided with a draft Performance Specification (PSPEC) and draft Statement of Work (SOW) for industry review prior to Industry Day. The Government intends to post the final Hammerhead solicitation in 3rd Quarter of fiscal 2020. Industry will have approximately 45 calendar days from RFP release to submit a full proposal for Hammerhead. The Government will specify the submission time and date in the final Hammerhead solicitation/RFP.
Industry Day Information
The Industry Day event will be held in Washington D.C. near the Washington Navy Yard. The exact address will be provided via separate correspondence to pre-registered and confirmed companies only. Preregistration is required to attend Industry Day. Walk-ups are not allowed. ONLY CONTRACTORS THAT HAVE AN APPROVED TOU ON FILE WILL BE AUTHORIZED TO ATTEND.
The Hammerhead Industry Day will be 23 March 2020 0900 to 1700 EST. Industry engagements will be made available only to those companies that have requested one below.
The General Industry Day Sessions event will be held at the UNCLASSIFIED - For Official Use Only (FOUO) level and the information presented by the Government is considered Distribution Statement D. The Industry Engagement Sessions will have the capability to be held at the SECRET level. Companies shall comply with their signed TOU agreement. Phones, laptops, or any sort of recording devices are not allowed. Lock boxes / storage lockers are not available. The deadline for registration is 13 March 2020 or when the attendance limit is reached, whichever occurs first.
Up to two representatives per company are allowed to attend the Industry Day and one-on-one breakout sessions. The Hammerhead Industry Day will be conducted in two parts:
Part 1) Large Room presentation to all approved attendees by the Government.
Part 2) Small Room One-on-One Breakout sessions. Breakout sessions are one-on-one meetings between the Government and companies intended for industry to ask questions and provide feedback to the Navy. Breakout session slots are available on a first-come, first-served basis; times will be assigned to those companies that received slots; please indicate on the registration form if you are interested in scheduling a one-on-one breakout session.
