Summary
This Price Model Evaluation Worksheet is an FAA solicitation attachment for evaluating small-business proposals under the SAVES indefinite-delivery/indefinite-quantity (IDIQ) vehicle based on proposed Original Equipment Manufacturer (OEM) discounts and 10-year projected spending.
The worksheet is a historical evaluation model rather than a complete list of SAVES hardware and software OEMs. Offerors must propose on every listed item to remain eligible for award. The listed Tier 1 OEMs are Adobe, Cisco, Dell, HPI, Lexmark, Okta, ProofPoint, Red Hat, ServiceNow, and Splunk.
Offerors must complete Section L.11.2.3 and enter a percentage discount in each yellow-highlighted field in Column H, using “0” where no discount is offered. Each discount is applied to the corresponding OEM’s SAVES 10-year estimated spend in Column G to calculate the estimated total in Column I. The resulting values are summed into the SAVES Contract Total Evaluated Discounted Spend.
The worksheet’s projected 10-year OEM spend totals are:
| OEM | Estimated 10-Year Spend |
|---|---:|
| Adobe | $36.94 million |
| Cisco | $348.12 million |
| Dell | $452.47 million |
| HPI | $1.21 million |
| Lexmark | $13.95 million |
| Okta | $89.21 million |
| ProofPoint | $37.32 million |
| Red Hat | $189.64 million |
| ServiceNow | $37.85 million |
| Splunk | $188.00 million |
| **Aggregate** | **Approximately $1.394 billion** |
Protected cells, including Row 1 and Columns A through G and I, must remain locked, while Columns B through F are hidden. Offerors may edit only the designated input fields and must format discounts as percentages.
Although future requirements are expected to be competed at the delivery-order level, the Section B minimum discounts in Attachment 6 will remain applicable for the entire 10-year period and should correspond to the discounts proposed in this worksheet.
The OEM list is identified as current as of August 20, 2026. Several displayed formulas contain broken “#REF!” references that may affect spreadsheet calculations.
