Low Code Application Platform Questions
Is the LCAP you plan to use sufficiently mature and at a stage in its support lifecycle wherein implementation will provide the AF with a reasonable expectation of long-term (at least 10 years) support?
What training and help capabilities exist within the application for users can be provided by the platform with OOTB functionality? Can this training and help be maintained by the AF's citizen developers?
Please describe the platform's training and certification program that can provide organic developers the skills needed to sustain the solution.
What are the available licensing models and approximate licensing costs for the TIGIIRS user community for your planned platform? Please note specifically if User Based, Business Outcome, Application Based or Product Based Models (as defined in Attachment 2 - SOO) are offered. Please provide initial and annual sustainment costs.
Regular (>50 hours/month) 21,000
Occasional (10-50 hours/month) 4,000
Sporadic (<10 hours/month) 175,000
What exists at the platform level to monitor the application's performance? Does the platform log changes to application components and provide versioning?
Please discuss how your solution would perform analytics on current and historical data. How would your solution provide analytic reports such as dashboards, executive summaries, and detailed metrics reports?
Describe your proposed LCAP's use of a database management system, such as Oracle, on the back end to retain data for up to 10 years and archive historical data.
Please describe how your proposed LCAP would provide functionality to manage inspection and exercise information. Would this be case/subcase management or other functionality? How would the user alter access rights, provide adhoc reporting, and searching/filtering contents for display?
How could your solution utilize templates, standardized report formats, and/or previous versions of reports/documents to create inspection-specific documents?
How does your LCAP improve data accuracy for manual input?
How could your solution enforce business rules for data validation?
How could your solution receive and store externally produced documents so that they are searchable and attachable?
How would your LCAP provide a single integrated calendar to manage inspection resources and deconflict inspection schedules and unit schedules?
How could your solution provide integration with unit level calendars in Outlook or SharePoint within the DoD IL4 AFNET environment?
How would your proposed LCAP solution generate, send, receive, and process notifications from internal users and external stakeholders? Please include inbound notifications, outbound notifications, and two-way notifications/communications with external parties.
TIGIIRS users require the ability to tailor a workflow within the application. How would authorized users of your solution create, modify, and maintain tailored workflow(s)? Please include the ability to manage decision/branching points based on actions (approval/disapproval), interactions with external systems (e.g., USAF Publication system), the ability to enforce business rules and the ability to track and monitor subordinates' progress.
How would your proposed solution provide functionality to conduct planning, execute inspections, or document inspection results when there is no network access? What is your best practice to upload data when the network becomes available? How does deconfliction occur once access is restored? Is the user notified they are working offline, or that deconfliction is needed?
Please describe how your LCAP operates on mobile devices, such as tablets and smartphones.
Please describe how your LCAP would enable self-registration to allow user a subset of functionality when a new user logs in with a CAC.
Please describe OOTB or easily configurable auditability and workflow monitoring available at platform or application level that records transactions (who and when) any time information is modified, updated or deleted.
Describe how your solution uses Common Access Card (CAC) for electronic signatures and approval/disapproval.
Please describe standard connectors available OOTB for integrating with legacy and modernized applications.
TIGIIRS functionality must support low side to high side and high side to low side data exchange. What experience do you have handling classified data in a cloud environment (please indicate Impact Level, as appropriate)? In extracting data from the high side to the low side in a cross-domain solution? What procedures do you have in place to deal with classified spillage into cloud-hosted low side to minimize impact to system availability?
Vendor Questions
Describe your company's experience configuring LCAP, specifically application(s) you have delivered. Please include any DoD or other government installs and indicate classification or Impact Level of the data.
Please detail the number of employees within your firm and their experience on the LCAP recommended for TIGIIRS requirements. Please use experience ratings or accreditations objectively verifiable via the platform vendor, if applicable.
Please describe how your company establishes the initial product backlog (e.g., epic and sprint planning, and backlog grooming) Is this is a standard repeatable effort, and how long does it typically take?
Please describe the composition of a sprint team your company would use to build the features represented by the sample product backlog tab (reference Attachment 4 - Process Map and Attachment 5 - Amplifying Information). How long is each sprint ? How are retrospectives and backlog grooming incorporated?
What process does your sprint team use to score user stories? Please score the sample product backlog using column M on the product backlog tab (reference Attachment 4 - Process Map and Attachment 5 - Amplifying Information).
Based on your team's historical sprint velocity, how many sprints would you estimate it would take for your team to complete the sample backlog (reference Attachment 4 - Process Map and Attachment 5 - Amplifying Information)?
What would a typical cost per sprint be to fulfill the requirements represented by the sample product backlog (reference Attachment 4 - Process Map and Attachment 5 - Amplifying Information)?
Please describe your company's previous participation in delivering applications governed by DevSecOps with the platform you recommend for TIGIIRS. Describe the role of automated testing in your process.
Please provide references up to 3 references for work you have done implementing a specific LCAP solution, preferably to the DoD.
