Probation and Pretrial Services Office (PPSO) is hosting an industry day to enhance the draft of
the Statement of Work (SOW) for desired Location Monitoring equipment and Remote Alcohol
Detection functions. This industry day is for market research purposes and to encourage
dialogue between interested vendors and the AO regarding this procurement.
The industry day will provide current information to PPSO about changes and advancements of
technology, industry capacities, and product availability that are currently available in the
commercial market. The industry day will not only provide vendors the opportunity to address
the current environment, but also provide vendors an opportunity to become familiar with the
requirement. The industry day shall focus on the following three technologies provided in the
SOW: Virtual Monitoring Mobile Application, GPS wrist worn devices, and Remote Alcohol
Detection devices.
As a result of industry day, the Statement of Work may be further revised.
EVENT INSTRUCTIONS
Vendors that respond to this inquiry are offered the opportunity to engage with the AO in dialog
during scheduled one-on-one events. Vendors shall provide no more than 10 critical technical
questions regarding the SOW to the Contract Specialist via email at AJ_Lee@ao.uscourts.gov
when responding to this inquiry by the due date of 6/30/23. Vendor questions are not mandatory
but are encouraged.
During each event:
1. The AO will address the 10 or less questions provided by the vendor.
2. The vendor shall provide a presentation/demonstration that shall include addressing all of
the questions stated below.
a. The demonstration should include a showing and explanation of technology
equipment relating to Virtual Monitoring Mobile Applications, GPS wrist worn,
Remote Alcohol Detection, GPS ankle worn, and Radio Frequency devices.
3. The vendor shall also provide no more than six (6) copies of installations procedures and
equipment specifications for each type of technology.
Information provided after the above noted date and time will not be considered for discussion
during one-on-one events.
There is a three-hour maximum time limit on the one-on-one events, where the date and time of
each vendor event will be randomly selected.
Responses to each of the vendor's timely submitted 10 or less critical questions shall be provided
via a sanitized (vendor names removed) document to ALL vendors that participated by 7/31/23
via email after all the events have taken place.
PLEASE NOTE-The Government will NOT provide responses that include internal agency
information for example project budget detail or generic information such as incumbent
contractor or current award price. Please be mindful of this when developing 10 or less critical
questions to be covered during one-on-one events. The questions should be regarding the
statement of work or technical in nature.
GROUND RULES
In support of one-on-one events, the vendors will be allowed a maximum of THREE company
representatives. Each attendee will need a picture ID to enter the building and will be screened.
Company representatives shall be those three names and contact information provided in
advance of the one-on-one event. Representative substitution will not be allowed. Please plan to
arrive at least 15 minutes before the event start time. When the FULL party is ready to be
escorted, please contact the below Government POC at the number provided. The Government
will not escort multiple parties or individuals to the one-on-one location.

presentation documentation shall be accommodated and/or accepted and evaluated by the

Remarks and/or explanations during one-on-one events will not qualify the terms and/or
conditions of any future solicitation. The Government will not reimburse the vendors for travel
or any costs associated with this industry day.
The vendors taking part in one-on-one events shall not electronically record any of the
discussions.

introduced and/or discussed during one-on-one events. Event time will be managed by the
Government and strictly adhered to. Additional time will NOT be provided during the 3-hour
maximum one-on-one time limit.

Note: The event is not required to take up the full 3 hours and could be less. However, the event
shall not extend beyond 3 hours.
PROVIDED EQUIPMENT
The Government will provide a laptop and projector screen. Any presentation materials (e.g.,
PowerPoint) shall be made available via a flash drive, provided by the vendor, the day of the
presentation.

The following are a list of questions that vendors shall be prepared to present and discuss
regarding the Location Monitoring technologies:
1. How often are GPS points collected?
2. How often are GPS points transmitted and reported to the vendor?
3. Is there a pursuit mode or live mode? If so, what is that data collect/report schedule?
4. Are there configurable tracking levels (e.g., high intensity, low intensity)?
5. Can the user search via address with date/time to locate devices near the area (e.g., scene
